SACRAMENTO POLICE DEPARTMENT GENERAL ORDERS GO 532.01 Page 1 of 2 532.01 CRITICAL PRE -PLANNED EVENTS 05-15-2025 PURPOSE The purpose of this order is to provide notice to a central network about Sacramento Police Department pre- planned enforcement efforts, to avoid conflicts with outside law enforcement agencies and to enhance officer safety. POLICY It shall be the policy of the Sacramento Police Department to notify the Western States Information Network (WSIN) of all critical pre-planned events as soon as possible. PROCEUDRE A.DEFINITIONS 1.CRITICAL PRE-PLANNED EVENTS – Includes, but not be limited to, the following: a.Controlled purchase operations of illegal firearms, narcotics, or other contraband. b.High-risk operations, including arrest or search warrants and fixed surveillances associated with felony activity. c.Sting operations (e.g., undercover prostitution enforcement, underage alcohol or tobacco purchases, etc.). 2.WSIN – Intelligence clearinghouse which serves as a secure means of inter-agency information sharing and for deconfliction of active field operations. B.GENERAL 1.Supervisors or designees shall notify the WSIN Watch Center by phone ( ), email , or via direct entry ( ) of all critical pre-planned events. The Watch Center is staffed 24 hours a day, 7 days a week, including holidays. Notifications shall include as much of the following information as possible: a.Date, time, and location of operation. b.Nature of the operation. c.Complete suspect and vehicle information (if applicable). d.Identification of the primary agency to include: (1)The case agent name. (2)Contact phone number. (3)List of other involved agencies. (4)Other discretionary information such as identifiers for undercover personnel and their vehicles. e.The contact phone number that WSIN can use to contact personnel with at least one primary and one back-up contact identified. 2.The WSIN Watch Center is expected to do all the following: a.Record all pertinent critical event information received. b.Compare the information received and evaluate for its potential proximity to another pre-planned critical event. c.Contact the submitting agency regarding the potential for proximity to another pre-planned critical event. The contact person shall have a security control card on file with WSIN. d.Cancel critical event notification automatically after 24 hours unless extended by the submitting agency. e.Maintain a record of the critical event for six (6) months, at which time the event document will be destroyed. 3.The Office of Investigations (OOI) shall be responsible for the following: a.Maintain a WSIN liaison. b.Facilitate SPD employees with access to WSIN. c.Provide WSIN training to new SPD employees seeking access.
