SACRAMENTO POLICE DEPARTMENT GENERAL ORDERS GO 522.07 Page 1 of 2 GO 522.07 Automated External Defibrillator (AED) 8-13-20 PURPOSE This order establishes guidelines and regulations governing the use of an Automated External Defibrillator (AED) by a Sacramento Police Department officer on an individual during a sudden cardiac emergency . POLICY All officers of the Sacramento Police Department shall be trained in the use of an AED in accordance with Sacramento County Emergency Medical Services (EMS) standards and the Peace Officer Standards and Training (POST) standards. Officers shall also render medical aid pursuant to GO 522.02 Emergency Care for Individuals Under Police Care or Control. PROCEDURE A. DEFINITION - AUTOMATED EXTERNAL DEFIBRILLATOR ( AED) A portable device that is used to help those experiencing sudden cardiac arrest. If necessary, the device delivers an electrical shock, or defibrillation, to help the heart re- establish an effective rhythm. B. AUTOMATED EXTERNAL DEFIBRILLATOR (AED) USE AND DEPLOYMENT 1. An officer may use an AED only after receiving appropriate training from an approved public safety -first aid and CPR course (22 CCR 100014; 22 CCR 100017; 22 CCR 100018). a. An AED should be assigned to each of the six districts for every watch . The device should be shared by the junior and senior teams of each district . b. Prior to the start of each shift, the district Sergeant should ensure an AED is deploy ed in the field. c. Officers deploying an AED in the field shall log on with “AED” in the code field for identification to dispatch and other units. C. AED USER RESPONSIBILITY 1. Officer s who are assigned an AED for shift sh all check the AED at the beginning of the shift to ensure it is properly charged and functioning. Any AED that is not functioning properly shall be taken out of service . Notification to the armory should be made via email indicating that the device needs repairs or needs replacement . 2. Following use of an AED, the device shall be cleaned and/or decontaminated as required. The electrodes and/or pads should be replaced as recommended by the AED manufacturer. 3. Any officer who uses an AED should contact the Communications Center as soon as possible and request response by EMS. D. AED REPORTING 1. Any officer using an AED shall: a. Notify their field supervisor as soon as practical . b. Complete the applicable report(s) (crime, casualty, and/or incident) with the following information: i. Number of uses of the AED on the individual ii. Time of use of the AED on the individual iii. Whether or not the use of the AED was successful iv. Which medical authority took over custody /care of the individual to which the AED was deployed on. 2. Sergeants shall : a. Complete the City of Sacramento Police Department AED utilization report (SPD 572) and forward it to the AED coordinator by end of shift. 3. AED Coordinator shall: a. Send an annual report on AED usage to the Sacramento County EMS no later than January 31st of the following calendar year . SACRAMENTO POLICE DEPARTMENT GENERAL ORDERS GO 522.07 Page 2 of 2 b. Ensure r ecords of all maintenance reports be retained in accordance with the established records retention schedule (22 CCR 100021). E. AED TRAINING AND MAINTENANCE 1. The In-Service Training Division shall ensure appropriate training and refresher training is provided to officer s authorized to use an AED. A list of authorized officer s and training records shall be made available for inspection by the local EMS agency (LEMSA) or EMS authority upon request (22 CCR 100021; 22 CCR 100022; 22 CCR 100029). 2. All officers shall receive initial training that should include the following: a. Overview of California Civil Code 1714.21, which permits law enforcement to render emergency care using an AED. b. Patie nt assessment for signs and symptoms of heart attack or sudden cardiac arrest. c. Scene safety . d. Universal precautions . e. Rescue breathing. f. Seeking medical attention. g. Basic AED operation . h. Using the AED. i. Troubleshooting and other considerations for the device. j. Single rescuer AED on adult, child or infant k. Two rescuer AED use on an adult, child or infant . l. Post AED use care 3. Officers should receive refresher training every two (2) years 4. The AED coordinator shall be responsible for ensuring the AED devices are appropriately maintained and operational.
