SACRAMENTO POLICE DEPARTMENT GENERAL ORDERS GO 522.06 Page 1 of 2 522.06 ADMINISTRATION OF NALOXONE ( NARCAN ) 5-18-18 PURPOSE The purpose of this order is to establish guidelines and regulations governing the administration of naloxone (Narcan) by the Sacramento Police Department. The objective is to reduce injuries and fatalities associated with opioid overdoses . POLICY It shall be the policy of the Sacramento Police Department that all officers are required to be trained in the use of naloxone (Narcan) in accordance with Sacramento County E mergency Medical Services (EMS) and P eace Officer Standards and Training (P OST ) standards. PROCEDURE A. DEFINITIONS 1. NALOXONE – Naloxone is a medication used to block the effects of opioids that can reverse the life -threatening effects of opioid overdose. 2. NARCAN – Narcan is a brand name for naloxone. 3. OPIOID – An opiate (synthetic or otherwise) that includes , but is not limited to , heroin, morphine, oxycodone (OxyContin), hydrocodone (Vicodin), fentanyl, methadone, and codeine . 4. OVERDOSE – The consumption of excessive quantities of opioid -related drugs that results in physical illness, including a condition of a decreased level of consciousness, respiratory depression , coma, or the ceasing of respiratory or circulatory function. An overdose can be accidental or deliberate. Overdose Symptoms can include being non-responsive to touch or voice stimuli, constricted pupils, slow or no pulse , slow or irregular brea thing, or fingernail s and lips turning blue or grey in color. B. TRAINING 1. Initial training – All Sacramento Police Department (SPD) officers will receive initial training that will include the following as detailed by EMS and POST standards : a. Overview of Calif ornia Civil Code 1714.22, which permits law enforcement administration of naloxone (Narcan). b. Patient assessment for signs and symptoms of overdose. c. Scene safety d. Universal precautions e. Rescue breathing f. Seeking medical attention g. Use of intra -nasal naloxone (Narcan). h. Post naloxone (Narcan) care . 2. Continuing education – SPD employees will receive refresher training every two (2) years. C. DEPLOYMENT 1. Officers will store their naloxone nasal sprays in . The naloxone nasal sprays will be stored in the following primary locations: a. . b. . c. (e.g., the Bike Units) . 2. Officers will use their training and experience in deciding whether a subject is suffering from a suspect ed overdose of opioids when determining whether to administer Narcan . This assessment should include: a. The officer observing overdose symptoms . SACRAMENTO POLICE DEPARTMENT GENERAL ORDERS GO 522.06 Page 2 of 2 b. Whether the person has a history of opioid use. c. Statements from individuals at the scene , along with drug paraphernalia. 3. Only trained officers can administer naloxone. Upon administering naloxone (Narcan) , officers shall monitor patient vital signs ( e.g., respirations, pulse) and start/continue CPR if necessary until Fire/EMS personnel arrive on scene. If the patient has a pulse and is breathing, the officer shall place the patient in the recovery position if possible. 4. If the initial dose of naloxone (Narcan) is ineffective, officers may consider administering a second dose and shall continue to monitor vital signs. D. MAINTENANCE AND REPLACEMENT 1. The officer s assigned the naloxone (Narcan) nasal sprays shall inspect them periodically . 2. Missing, damaged, or expired naloxone (Narcan) shall be immediately reported to a supervisor or a member of SPD’s training staff. 3. When the naloxone (Narcan) has been used , the officer should obtain a replacement nasal spray as soon as reasonably possible. 4. All issued naloxone (Narcan) nasal sprays shall be stored at a police facility in the assigned officers ’ locked locker s when the officer s are off duty . 5. . E. DOCUMENTATION AND REPORTING 1. After each administration of n aloxone (Narcan) in the field, officers shall a. Notify their field supervisor. b. Complete the Sacramento County Emergency Medical Services Agency (SCEMSA) Law Enforcement Naloxone Utilization Report and f orward it to the SPD Records Section . c. Complete the applicable report(s) (crime, casualty, and/or incident) and include a complete description of how and why Narcan was used. 2. The SCEMSA report shall be forwarded by the SPD Records Section to the following: a. The Department naloxone (Narcan) coordinator. The Department naloxone coordinator shall report all naloxone usages to Sacramento County EMS. b. The Social Services Administrator to assess community resources that may be available to the patient.
