BLOOD AND URINE SPECIMENS
09-16-91
PURPOSE
To establish procedures for the collection of blood and urine specimens from suspects.
POLICYThat the collection of blood and urine specimens be st rictly controlled to pres erve the integrity of
evidence.
PROCEDURES
A. BLOOD SPECIMENS
Officers shall:1. witness the drawing of the blood specimen.2. sign the label for the vial ensuring it has been signed by the doctor or nurse drawing the
specimen.
3. sign the County Laboratory of Forensic Servic es envelope as a witness of the specimen,
ensuring the envelope is accurately fill ed out and signed by the doctor or nurse.
4. place the vial in the envelope, seal t he envelope and initial over the sealed envelope
flap. Place cellophane tape over the seal and the initials.
5. place the specimen envelope in the locked ev idence containers (drop boxes) maintained
at the Sobriety Testing Stati on and the UCD/SMC, as appropriate.
6. if the specimen is obtained at a location other than the UCD/SMC or the Sobriety Testing
Station, take the specimen to the Sobriety Testing Station and deposit it in the evidence
container (drop box).
B. URINE SPECIMENS
Officers shall:1. accompany the subject to the restroom to prevent possible de struction, or contamination,
of evidence.
NOTE :The witnessing officer shall be of the sa me sex as the subject giving the sample.
2. give the specimen container to the suspect and request the necessary sample.3. complete the appropriate County Laboratory of Forensic Services envelope and process
as described in "Blood Specimens" above.
NOTE: When a doctor or nurse refuses to take blood and/or urine samples from a subject, refer to G.O. 522.04
