SACRAMENTO POLICE DEPARTMENT GENERAL ORDERS GO 510.07 Page 1 of 2 510.07 COMMUNICATIONS CENTER SECURITY 11-17-2025 PURPOSE The purpose of this order is to establish procedures to maintain the security of the communications center. POLICY It shall be the policy of the Sacramento Police Department (SPD) to minimize disruption and maintain the security of the communications center. PROCEDURE A. ENTRY DURING BUSINESS HOURS 1. Access to the communications center shall be restricted to the following city employees: a. Communications Division. b. Public Safety IT. c. Any sworn SPD officers. d. SPD community service officers. e. SPD Forensic Investigators. 2. Other department personnel requiring access to the communications center shall obtain prior approval from the communications floor supervisor or higher authority. 3. Personnel authorized or approved access to the communications center that do not have card key access shall utilize the intercom or telephone to request entry. a. Communications Division or Public Safety IT employees may escort employees into the communications center. 4. Department employees not in uniform shall adhere to the displaying of identifications cards guidelines in accordance with General Order 380.02 (Identification Cards). 5. If persons not detailed in this order request entry into the communications center, the floor supervisor or designee shall determine the reason for entry. a. If the person is requesting to meet an employee, that employee shall be contacted for verification. b. Upon authorized entry visits and visitors shall: (1) Be documented on the Communications Division visitor's log. (2) Issued a visitor’s identification card that shall be affixed to the visitor such that it is clearly visible. This procedure also applies to maintenance and vendor workers. (3) At all times, be escorted by any of the city employees detailed in this order. c. If any person is denied entry, the Communications Division shift supervisor shall be notified. 6. The Communications Division may provide tours of the facility and explanation of operations to any SPD employee and approved members of the public. Tours shall be coordinated with the Communications Division manager, shift supervisor, or floor supervisor. 7. Upon discovery of a suspicious person or circumstances related to the communications center, the floor supervisor or designee shall be responsible for ensuring officers are dispatched immediately. a. At the conclusion of the call, the floor supervisor shall ensure the related call history is provided to the shift supervisor. B. ENTRY AFTER BUSINESS HOURS 1. Between Monday and Friday, 1700 hours to 0800 hours, and city holidays, requests to access the communications center shall be denied, except for the following: a. Department employees. b. Arranged appointments. SACRAMENTO POLICE DEPARTMENT GENERAL ORDERS GO 510.07 Page 2 of 2 c. Emergencies that impact critical communications center systems. C. COMPUTER AND RADIO ROOM SECURITY 1. The computer room and the radio room, located in the communications center, are restricted access areas. The following employees are only permitted access and shall escort maintenance and vendor workers: a. Public Safety IT employees. b. Communications Division manager. c. On duty communications center supervisor or their designee.
