EMERGENCY RESPONSE – POLICE AND FIRE

PURPOSE
The purpose of this policy is to establish procedures for the emergency response of police and fire.
POLICY
It shall be the policy of the Sacramento Police Department to provide timely and appropriate
emergency service to the citizens of Sacramento without committing unnecessary personnel and
equipment.
PROCEDURE
A. POLICE AND FIRE RESPONSE
When police and fire personnel are present at any emergency scene, the ranking officer of each
department will be responsible for cooperatively and expeditiously completing the necessary first
aid and other required activities as efficiently as possible.
B. POLICE RESPONSE
1. The Police Department shall be in command at criminal incidents. Upon arrival at the crime
scene, the ranking police officer is in command , and information shall be exchanged through
the appropriate chain of command. It is essential that the Police Department be free to focus
its efforts on eliminating the criminal hazard.
2. An emergency response may include, but is not limited to
a. An incomplete call.
b. A disturbance or threat of disturbance.
c. A shooting.
d. A stabbing.
e. A death.
f. A suicide.
g. An overdose.
h. An injury on City property.
C. FIRE RESPONSE
1. The Fire Department is designated as the first responder to injury traffic collisions and has
primary scene control for the purpose of rendering first aid, extinguishing fires, or preventing
fires.
2. On extrication calls (i.e. trapped person), the Fire Department shall be in control of the method
and procedure implemented. If the extrication is to remove deceased persons, the Police
Department shall be in control until the arrival of the coroner , who shall direct the extrication of
deceased persons.
