SACRAMENTO POLICE DEPARTMENT GENERAL ORDERS GO 422.01 Page 1 of 2 422.01 DEPLOYMENT OF MOBILE INCIDENT COMMAND VEHICLE 11-17-2025 PURPOSE The purpose of this order is to establish guidelines for the deployment and use of the Sacramento Police Department’s Mobile Incident Command Vehicle (MICV) during critical incidents. POLICY It shall be the policy of the Sacramento Police Department to deploy and use the MICV for official law enforcement purposes in accordance with federal and California state laws regarding the use and operation of motor vehicles. The MICV is military equipme nt (Government Code § 7070[c][5]) and use shall be in accordance with General Order 410.06 (Military Equipment Use). The MICV may be used to support critical incident callouts, pre -planned events, natural disasters, and community events. PROCEDURE A. GENERAL 1. As first responders to critical incidents, officers should have access to the MICV to provide a mobile command post. 2. The Metro Division Special Events Sergeant or designee shall be responsible for: a. Maintenance and storage of the MICV. b. Developing training courses for the deployment and operation of the MICV. c. Providing initial training and annual refresher training to all MICV operators. d. Training records to ensure MICV operators receive required training prior to operating the MICV. e. Documentation of MICV use on the Military Equipment Tracker to ensure compliance with Government Code § 7072(a)(1). B. MICV OPERATORS 1. MICV operators shall: a. Have completed the California State Class B commercial driving school. b. Possess an active Class B California driver’s license with a commercial endorsement. c. Have successfully completed MICV deployment and operation training. d. Complete annual deployment and operations refresher training. C. DEPLOYMENT 1. The MICV shall be requested by the incident commander through the SPD Communications Center. The request shall be noted on the computer -aided dispatch call. 2. MICV operators shall: a. Utilize the factory equipped back -up camera and a spotter (when available) while driving the MICV in reverse. b. Complete a pre -trip commercial vehicle safety inspection to include: (1) A pre -trip vehicle safety inspection of the vehicle’s major systems and parts using fleet management software. (2) Completion of a Driver’s Vehicle Inspection Report (DVIR). (3) Verification that the roof equipment is properly stowed, vehicle leveling jacks are up, and all equipment contained in the rear work area is properly secured. c. Evaluate suitability of potential parking locations by considering: (1) Height and weight restrictions. (2) Ingress and egress routes. (3) Distance from an active scene. (4) Restrictions associated with parking on grass or soft surfaces: (a) The weight of the vehicle should be taken into consideration. (b) If the MICV must be parked on an unimproved surface, the vehicle’s generator exhaust SACRAMENTO POLICE DEPARTMENT GENERAL ORDERS GO 422.01 Page 2 of 2 should be shielded from combustible surfaces to prevent fire. 3. Personnel should remain outside of the vehicle until all necessary equipment is deployed. D. STORAGE AND POST -USE PROCEDURES 1. Upon completion of a MICV deployment, an operator shall: b. Return the MICV to storage at the location designated by the Metro Division Special Events Sergeant or their designee. c. Complete a post -use vehicle inspection and note any damage that may have occurred during the deployment. d. Secure and clean the interior of the vehicle. e. Empty the septic tank if it is more than half full. (1) Refill the freshwater tank during septic tank maintenance. f. Refuel the diesel fuel tank if it is less than three -quarters full. g. Ensure all doors and storage hatches are closed and locked. h. Connect the vehicle to a 100-amp shore power line for battery conservation. 2. Upon completion of the post -use vehicle inspection of the MICV, the operator shall notify the Metro Division special events sergeant or designee of the deployment, and of any damage that may have occurred during the deployment.
