FIRST AMENDMENT , PROTECTED POLITICAL ACTIVITY , AND
VOTE CENTER LOCATIONS

The Sacramento Police Department (SPD) is in the process of creating General Order 360.02 (First
Amendment and Protected Political Activity) . The contents of this memorandum are effective immediately and
shall expire upon publication of GO 360.02. Please direct your questions regarding this Departmental
Memorandum to the Professional Standards Unit.
PROTECTED POLITICAL ACTIVITY
1. When responding to calls for service regarding political or candidate signage SPD employees should
not remove political signs from public or private property.
2. Officers responding to allegations of criminal or improper activity should document observations,
statements, or other information in an appropriate report.
a. Employees shall use their body worn cameras in accordance with G eneral Order 525.07 (Body
Worn Camera).
3. No exceptions to law or policy should be made for someone who identifies themselves as a political candidate or as someone who is operating on the behalf of a candidate.
4. Any requests for information regarding the use of police or city data in political matters should be routed
to the City’s Public Information Office or the SPD Public Information Office.
5. Officers should respond to trespass concerns, including politically motivated trespasses, in accordance
with G eneral Order 538.02 (Trespass Violations).
a. Officers shall not take actions in civil disputes.
Next, all SPD employees shall remain professional when communicating (e.g., emails, MDC to- messages,
SMS, etc.) and coordinating responses to First Amendment activities and calls for service related to protected
political activities and vote centers.
Any SPD employee becoming aware of a call for service related or possibly related to election activity shall
notify the district sergeant and watch commander.
Officers should be familiar with the following information pertaining to electioneering, corruption of the voting
process, voter intimidation, and election interference:

(effective 10/28/2024 to 11/11/2024) to include the following information:
