Correctional Services P age 1 of 4 6/11 (REV 1/12) MJ/RCCC OPERATIONS ORDER Laundry, Clothing and Linen The purpose of this Order is to standardize the procedures for issuing, exchanging, and maintaining suitable clean clot hing and linens, for each prison er housed at the Main Jail or the Rio Cosumnes Correctional Center (RCCC). I. Policy Custody staff shall conduct mandatory scheduled exchanges of pr isoner clothing and blankets in order to maintain the hygiene requirements of the f acility and to ensure compliance with Title 15, Article 13. Issued jail clothing sha ll be recognizable as jail clothing to distinguish prisoner s from staff and visitors. II. Clothing and Linen Issuance Procedures A. The Main Jail and RCCC shall maintain a prisoner clothing and blanket supply that exceeds that amount r equired for maximum inmate pop ulation in order to allow for the effici ent exchange of soiled items an d for the replacement of items lost, destroyed, or worn out. (Title 15, Section 1263) B. At the time of booking dre ss-in, prisoners that will be hous ed in housing units will be issued the prescribed prisoner clothing for the f acility, including, but not limited to one (1) outer shirt, one (1) pair of pants, one (1) undershirt (T-shirt), one (1) pair of socks, one (1 ) pair of shoes, one (1) complete set of undergarments, and one (1) towel. Female prisoners will receive two (2) pairs of panties and one bra. (Title 15, Section 1260, 1270) 1. Transgender prisoners will be issued two towels. 2. Clothing shall be reasonably fitt ed, durable, easily laundered and repaired. C. Additional clothing, essential for inmates to perform specia l work assignments such as food service, medical, farm, sanitation, me chanical, and other specified work may be issued depending on these work assignments and weather conditions. (Title 15, Section 1261) D. Prisoners housed in special hous ing units (inmate workers, p rotective custody, total separation, admin istrative segregation) will be issued and must wear the correct color T-shirt for his/her classification. Prisoners housed in housing un its at both facilities will re ceive one (1) serviceable mattress and two (2) blankets (one (1) blanket util ized as a mattress cover) . (Title 15, Section 1270, 1271) F. Additional blankets may be issued depending on climate condi tions. III. Clothing and Li nen Exchange Procedures A. All prisoners, regardless of c lassification status, shall be allowed to exchange clothing, bedding and li nens on the same basis as pris oners in the general population. B. Each housing unit will be r equired to adhere to a set laundr y exchange schedule. If normal laundry exchange does not occur due to unf oreseen events, it will be the laundry officer’s responsibility to coor dinate and/or conduct the laundry exchange as soon as the affected housing un it operations will allow. C. In cases where facility issued clothing does not meet the ne eds of the prisoner, a facility supervisor may approve personal clothing i tems to be worn. 1. Prisoners who intentionally destroy bedding, clothing, and/o r linens may be deprived of such articles. a. Any decision to deprive prisoners of the exchange process shall be reviewed by a sergean t during each twenty-four (24) hour period and logged in the floor log book. 2. Orthopedic shoes are authorized only at the direction of the on-site medical physician. A Miscellaneous Medical Needs form “chrono” from the medical staff is required. D. In accordance with Title 15, Section 1262 and 1271, unless w ork, climatic conditions, illness, or Californi a Uniform Retail Food Faciliti es Law, necessitates more frequent exchange: 1. Outer garments, bedding, and linens shall be exchanged once per week. These items in clude the following: a. Sweatshirt b. Outer shirt c. Pants d. Towels e. Mattress cover (one (1) blank et utilized as a mattress cover ) Correctional Services P age 3 of 4 6/11 (REV 1/12) MJ/RCCC 2. Undergarments shall be exchan ged twice per week. These item s include the following: a. Socks b. Undershirts c. Underwear d. Bras 3. When articles of clothing become damaged or unusable, housin g unit staff shall request new repl acements from laundry staff. The unusable items should be returned to laundry staff. E. Because a top sheet (mattress cover) is not issued, the blan ket utilized as a cover shall be exchanged at least once a month or more often if necessary. F. Mattresses shall be covered with an easily cleaned, non-abso rbent ticking. Mattresses and covers shall be inspected at least bi-annually.
