Page 1 of 3 12/08 (NEW11/19) OPERATIONS ORDER Special Investigation s Intelligence Bureau Human Trafficking Division The predominant focus and mission of the Special Investigations Intelligence Bureau (SIIB) Human Trafficking Unit shall be the identification and investigation of individuals involved in the sales and/or purchase of commercial sex acts. Additionally the Special Investigations Intelligence Bureau / Human Trafficking unit is tasked with combat ing and prevent ing sexual exploitation of adults and minors through proactive training and education. Through the course of outreach and investigations detectives educat e victims on the services available to them to prevent furt her exploitation and abuse. Using the resources available at the local, state, and federal levels, the Sacramento Sheriff’s Office shall support, participate, educate and lead the greater Sacramento Region’s efforts to reduce Human Trafficking activities and eradicate the illegal sex trade. The Human Trafficking Unit is responsible for the investigation and apprehension of those responsible for the following offenses: 1. PC 266h / 266i – Pimping / Pandering 2. PC 266h(b) / 266i(b) – Pimping/Pandering under t he age of 16 3. PC 236.1(a) – Labor Trafficking 4. PC 236.1(b) – Sex Trafficking of Adult 5. PC 236.1(c)(1) – Sex Trafficking of Minor 6. PC 236.1(c)(2) –Sex Trafficking of Minor with Force I. Special Investigations Intelligence Bureau / Human Trafficking Unit Investigative Techniques and Resources A. The investigative techniques that will be utilized by the Special Investigations Intelligence Bureau / Human Trafficking Division’s investigative team are: 1. Conducting investigations based on anonymous sources, citizen complaints , or patrol referrals . 2. Interviewing and recording suspects/victims regarding the ir activities to facilitate further investigation. a. Victim interviews should be conducted in a “soft” interview room if possible with a victim advocate pres ent if available. Page 2 of 3 12/08 (NEW11/19) Interview is conducted in a “Victim Centered” approach with the victim ’s physical and emotional needs accounted for while attempting to establish trust and rapport . b. Often times, more than one interview will be conducted. The victim may not be truthful during the interviews. c. Provide victim with resources who provide assistance to victims of Sex Trafficking. Evidence c ollecting and documenting all participants known phone s, phone numbers and social media accounts. a. Submitting preservation requests for phone and social media accounts to preserve evidence. b. Collect cell phones as evidence and ask for consent to search contents of phones. c. Photograph victim in their clothing 4. Reporting human trafficking activity shall include the following: a. Date, time, location of activity b. Complete victim/witness/suspect contact information including social media accounts c. Complete recorded (if possible) statements from victims, witnesses and suspects d. Officer ’s observations (without opinions) of the victims clothing , demeanor and we ll being e. Any other crimes committed against the victim f. Determine sources of digital evidence such as surveillance video 5. Write search warrants into cell phones and social media accounts for evidence , document all findings. 6. Work with the District Attorney’s Office, United States Attorney ’s Office, citizen groups and related resources to conduct “sweeps” of sex trade induced problematic business and housing areas. 7. Conducting high -visibility enforcement street operations to targe t exploiters/pimps, contact exploited sex workers and offer resources , and detour sex purchasers. Page 3 of 3 12/08 (NEW11/19) II. Special Investigations Intelligence Bureau / Human Trafficking Unit Command Structure A. The Sacramento Sheriff’s Office Special Investigations Intelligence Bureau / Human Trafficking Unit shall operate under the Command of the Office of the Sheriff. B. A Sacramento Sheriff’s Office Lieutenant serve as the Assistant Commander for the Special Investigations Intelligence Bureau / Human Trafficking Unit. III. Operational Command and Operational Units A. Under the supervision of the Sheriff , a Sacramento County Sheriff’s Lieutenant shall supervise the detectives involved in the investigation s of Human Trafficking . B. Human Trafficking Unit’s primary mission is to seek and reduce the illegal commercial sex trafficking industry, sexual exploitation of all persons, men, women and children , and illegal commercial sexual a ctivities in the County of Sacramento . IV. Summary A. Using the resources available at the local, state, and federal levels, the Sacramento Sheriff’s Office shall support, and participate, in the greater Sacramento Region’s efforts to eradicate illegal sex t rade workers and exploitation.
