Correctional Services Page 1 of 5 8/05 (Rev 2/19) MJ / RCCC OPERATIONS ORDER Commissary Operations The purpose of this Order is to standardize commissary operatio ns at the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. Policy Prisoners housed at the Main Jail and RCCC shall be allowed to order and receive commissary on the designated or dering and delivery days unless disciplinary restrictions dictate otherwise. II. General Information and Responsibilities A. The Sheriff’s Department has outsourced the commissary opera tion to ARAMARK Inc. B. ARAMARK is responsible for: 1. Providing each facility with a menu of items that are distri buted and/or posted in t he housing units. 2. Supplying each facility with commissary order forms that are distributed to the prisoners. 3. Collecting the order fo rms from each facility. 4. Preparing a list of eligible welfare pack recipients. 5. Filling, packaging, and providi ng a receipt for each individ ual order. 6. Delivering all commissary or ders for the Main Jail and RCCC to RCCC for contraband scanning. C. Housing unit custody staff is responsible for: 1. Posting a commissary menu in each housing unit, pod, and barrack. 2. Distributing commissary o rder forms to the prisoners. 3. Collecting the completed order forms from the prisoners. Custody staff assigned to commissary duties are minimally re sponsible for: 1. Assisting ARAMARK personnel wit h the delivery of commissary to prisoners. 2. Maintaining the security of all commissary orders. a. Commissary orders pending de livery shall be secured in a locked area until read y to be delivered. 3. Verifying the identity of a p risoner before an order is deli vered. 4. Resolving with ARAM ARK staff any commissary-related disputes at the time of delivery, if able. III. Commissary Pre-Delivery Procedures A. After ARAMARK processes and packages the orders at their war ehouse, all commissary orders for the Main Jail and RCCC are delivered to RCCC to be scanned for contraband. 1. The Main Jail orders are separated into two delivery orders after being scanned. Due to volume, the commissary orders are delivered to the Main Jail in two shifts. The delivery of comm issary orders to the Main Jail generally occurs on Thursdays and Frida ys. 2. The Main Jail Inmate Trust Unit and the Fiscal Officer are responsible for moving the carts containing the commissary orde rs from the dock to a designated st orage area and securing the ord ers until they are delivered on the weekend. IV. Commissary Delivery Procedures A. At the Main Jail , delivery of commissary to t he prisoners takes place on Saturday and Sunday. B. At RCCC, delivery of commissary to the pr isoners takes place on Tuesday and Wednesday. C. Custody staff responsible for the delivery of commissary to the prisoners obtains a copy of the facility’s latest alpha list before the d elivery process begins. D. The actual commissary orders are delivered to prisoners by A RAMARK employees, under the direct supervision and assistance from cus tody staff. Correctional Services Page 3 of 5 8/05 (Rev 2/19) MJ / RCCC 1. For safety and security reasons , the ARAMARK employee is to have limited contact with the prisoners. The contact shall be only that amount of contact needed to c omplete the transaction. E. Inmate workers may assist i n the delivery of commissary, how ever, the assistance shall be under the di rect visual supervision of cust ody staff. Inmate workers shall not have a ccess to a commissary order or a commissary cart unless under the direct visual supervision of c ustody staff. Commissary carts shall not be left unattended or unsecu red. 1. If multiple carts are tak en to a housing unit and only one pod/barrack within the housing un it is served at a time, the remaining carts shall be secure d in a closet, multipurpose room , control room, or ot her secure area. F. While delivery methods may vary from facility to facility an d housing unit to housing unit, custody staff is re sponsible for identifying each prisoner by comparing the prisoner’s wrist band to the order receipt attache d to each bag. The prisoner shall be required to sign the order receipt at the time of delivery. ARAMARK employees are responsible for securing the o rder ticket after the delivery is made. 1. Custody staff having questions about a prisoner’s identity s hall utilize the information contained on the prisoner’s locator car d and/or in the Jail Inmate M anagement System (JIMS). a.
