OPERATIONS ORDER
Social, Social Service Consultation, and Media Visits
The purpose of this Order is to o utline the procedures for pris oners to have reasonable
access to social, social service consultation and media visits while incarcerated at the
Main Jail and the Rio Cosumnes Correctional Center (RCCC) in accordance with the
California Code of Regulations, T itle 15, Article 6, Section 10 62.
I. Policy
All prisoners shall be allowed to have social, social service c onsultation and media visits
during the visit schedule times of the respective facility. Al l prisoner social, social
service consultation and media visit conversations are recorded and randomly
monitored in the interest of staff and prisoner safety, facilit y security and public safety
concerns. II. General Information
A. All incarcerated prisoners shall have reasonable access to s ocial, social
service consultation and media visits in an effort to reduce st ress and
maintain family ties. Reasonable access is based on the indivi dual
facility’s established visit sc hedule and physical plant design .
1. The established facility visit schedules at the Main Jail and RCCC
are different based on the operational needs and prisoner
classifications. This schedule is subject to change based on t he
ever changing operational nee ds of the facility.
2. Any change to an established visit schedule shall require di vision
commander approval and the updated schedule will be available a t
the registration areas and on the department’s website.
B. Social, social service consultation, and media visit convers ations are
recorded and randomly monitored. Signs shall be posted in the housing
units, public visit areas, and public visit registration areas that provide this
notification. Custody staff should check thes e signs during each shift.
C. Social, social service consultation, and media visits shall take place in the
general social visit booths. A ttorney pass-through and non-pas s through
booths shall not be used as overflow.

MJ/RCCC D. Extra social visits are generally not permitted. Extra visi ts must be
approved by an on-duty fa cility supervisor.
E. Prisoners may have social, social service consultation, or m edia visit
privileges taken away for disciplinary reasons. Visit restric tions will only
occur as a result of a discip linary hearing in accordance with the discipline
plan.
F. Social visits are visits wit h any person who does not meet t he confidential
visitor, media visitor, or soci al service visitor requirements. Social visits
may include family, friends, minor relatives, associates, etc.
G. Media visits are visits with any person who is a representat ive of any
media source and the purpose of the visit is media related. Med ia visits
may include correspondents from t elevision, newspaper, magazine ,
internet sources etc.
H. Social Service Consultations i nclude visits with governmenta l service
providers and nonprofit advoca cy and charity organizations.
I. At the Main Jail, Bail Bond interviews are not authorized; bond agents are
not permitted to visit in their capacity as a bond agent. Any bond agent
who wishes to visit an inmate shall do so as a social visit. A Bail Bond visit
will count against the inmate’s allotted weekly visits and inma tes shall be
so advised prior to accepting the visit.
J. At the Main Jail and RCCC , pre-trial prisoners may receive a maximum of
two (2) 45-minute (45) minute NO N-CONTACT social visits per wee k.
K. At the Main Jail , sentenced prisoners may receive three (3) forty-five (45)
minute NON-CONTACT soci al visits per week.
L. At RCCC , sentenced prisoners may receive one (1) sixty (60) minute
NON-CONTACT social visit per week.
M. Civil detainees, including Se xually Violent Predator Act (SV PA) detainees,
may receive four (4) forty-five (45) minute NON-CONTACT social visits
per week.
N. Contact social, social service consultation, or media visits a r e n o t
permitted. CONTACT visits are at the discretion of the Divisio n
Commander and writ ten approval is needed in advance.
III. Visitor Requirements and Rules
A. All visitors entering the Main Jail through the Public Counter or the
Gatehouse at RCCC shall be required to submit to a security screening
that shall consist of passing through a metal detector and havi ng carried
items and exterior clothing searched in accordance with Operations
Order 2-07, Access to Facilities.

MJ/RCCC 1. At the Main Jail and RCCC , all visitors are required to have carried
items and personal items sc anned by the X-Ray machine.
2. Carried items may be subject to additional hand search. Visi tors
wishing to enter RCCC by vehicle must submit to a search of
his/her vehicle.
B. Personal items are generally not allowed in the visit areas. Visitors are
required to secure personal items or remove them from the facil ity.
Certain items are strictly pr ohibited within a facility and are described in
Operations Order 2-04, Weapons, Tactical Weapons, and Specializ ed
