CORRECTIONAL SERVICES Page 1 of 4 6/12 (REV 8/18) MJ/RCCC OPERATIONS ORDER Hair Care and Cosmetology Services The purpose of this Order is to provide policy and procedures f or ensuring prisoners receive access to hair care and cosmetology services and equipm ent at the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. Policy All prisoners shall be allowed to shave daily and receive hair care services at least once per month. Cosmetology equipmen t shall also be available to fe male prisoners. II. Title 15, Sections 1265 and 1267 provides: A. Hair care services shall be available. B. Prisoners, except those who may not shave for reasons of identification in court, shall be allowed to shave daily and re ceive hair care services at least once a month. The division commander may suspend this requirement in relation to prisoners who are consi dered to be a danger to themselves or others. C. Equipment shall be disinfected after each use by a method ap proved by the State Board of Barbering and Cosm etology to meet the requiremen t s of the California Code of Regulations, Title16, Division 9, Sections 9 79 and 980 and the sterilizing chemicals must be stored in secure areas in accessible to prisoners. III. Title 16, Section 979 provides: A. All non-electrical instruments shall be disinfected before u se upon a prisoner in the following manner: 1. Cleaned with soap or detergent and water and totally immersed in an EPA-registered disinfectant wit h demonstrated bactericidal, fungicidal, and virucidal activity used according to manufactur es instructions (Barbicide). B. Disinfectant solutions shall remain covered at all times and be changed at least once per week or whenever visibly cloudy or dirty. CORRECTIONAL SERVICES Page 2 of 4 6/12 (REV 8/18) MJ/RCCC C. All instruments that have been used on a patron or soiled in any manner shall be placed in a proper ly labeled receptacle. D. All disinfected instruments shall be stored in a clean, cove red place which is labeled as such. IV. Title 16, Section 980 provides : A. Clippers and other electrical in struments shall be disinfect ed prior to each use by: 1. Removing all foreign matter disinfecting with the EPA-regist ered disinfectant as described above. B. All disinfected electrical i nstruments, including curling ir ons and hot combs, once cooled, shall be stored in a clean covered place. V. Penal Code 4020 provides: A. If a city or county board of health or board of supervisors, or county physician considers it necessary for the purpose of protecting public health, or to prevent the introduction or spreading of diseases, or to protect or improve the health of criminals under sentence the requesting p arty may present the Sheriff’s Department with a written certificate or order dictating a prisoner’s hair shall be cut. 1. The prisoner must be convict ed of a misdemeanor and sentence d to longer than fifteen (15) days imprisonment. 2. The hair shall be cut to a uniform length of one and one hal f inches from the scalp. VI. General Hair Care Service Procedures A. Prisoners shall be allowed fr eedom in personal grooming exce pt when in conflict with facility requirements for safety, security, ident ification and hygiene. B. For purposes of this order, hair care/cosmetology equipment is described as electric razors, clippers, c urling irons, hair dryers, and o ther electric or non-electric items provided by the facility. C. Hair care equipment shall be inventoried by housing unit sta ff before it is distributed and after it is returned by the prisoner or barber. The equipment shall be secured in a l ocked and secured area. D. Prisoners shall be allowed to shave daily as per Title 15 st andards. CORRECTIONAL SERVICES Page 3 of 4 6/12 (REV 8/18) MJ/RCCC 1. Housing units that utilize el ectric razors/clippers shall al low prisoners scheduled for court an opportunity to shave on the day of the scheduled court appearance. 2. Daily shaves should be allowed during recreation periods. E. If hair care equipment was us ed on a prisoner with lice or o ther vermin, the instrument(s) must be submerged, unless it is an electrical ins trument, in the disinfectant for no less th an ten (10) minutes. Bleach shall not b e utilized to disinfect the equipment. F. Housing unit staff may select designated prisoners to conduc t haircuts. Designated barbers should not be allowed access to housing unit s other than his/her own, without the appr oval of a classification offi cer. 1. In the event a barber has to perform hair care services in a nother housing unit, housing unit staff will closely monitor the servi ce. G. Prisoners will not be allowed to have specialty haircuts. T his means no razor designs, numbers, or other designs cut into the hair. H. Any prisoner desiring hair cut services or female prisoners desirin g cosmetology equipment shall subm it an “Inmate Message Request” requesting the service or equipment. I. Prisoner hair
