Correctional Services P age 1 of 5 6/10 (REV 7/13) MJ/RCCC OPERATIONS ORDER Recreation, Exercise, and Showering The purpose of this Order is to standardize procedures for prov iding recreation, exercise, and showering for prisoners at the Main Jail a n d t h e Rio Cosumnes Correctional Center (RCCC). I. Policy All prisoners shall receive an e xercise program in an area desi gned for recreation (indoor/outdoor) which will allow a minimum of three (3) hours of exercise distributed over a period of seven (7) day s to benefit social, physical and emotional health. All prisoners will be allowed to show er upon assignment to a housin g unit and at least every other day or more often if possible. II. Indoor/Outdoor Recreat ion Requirements A. All prisoners, regardless of c lassification or intake housin g unit status, shall be given the opportunity f or a minimum of three (3) hours of exercise and recreation in a seven (7) day period in an area designed fo r recreation. 1. The exercise and recreation may be allotted through combined indoor and outdoor rec reation periods. B. Title 15 mandates a minimum o f three hours of recreation in seven days; however the maximum amount of recreation time a housing unit ca n offer without negatively impacting fl oor operations should be impleme nted. C. Civil detainees, including Se xually Violent Predator Act (SV PA) detainees, will be allowed more access to recreation, dayroom, showers and telephones than offered to general population prisoners, withou t negatively impacting the safe and efficient operations of the f acility. 1. All additional access for ci vil detainees shall be documente d in the unit log book. D. Recreation activities typically will not take place during s cheduled or unscheduled lockdowns wit hout supervisor approval. E. Housing unit staff should check recreation areas for contrab and, security issues and needed maintenance prio r to and after its use. Correctional Services P age 2 of 5 6/10 (REV 7/13) MJ/RCCC F. All or part of any recreation and its privile ges may be rest ricted as part of a prescribed punishment determined by a disciplinary proceeding. III. Recreation Supervisor/Recreat ion Specialists/Recreation Le aders A. Recreation staff develops and distributes recreation schedul es to each housing unit. These schedules a re ever changing and therefore specific recreation times are not i ncluded in this order. 1. Housing unit staff shall make every attempt to follow the sc hedule. B. Recreation staff is responsible for developing, implementing , and supervising a comprehensive recr eation program at both faciliti es. Recreation staff shall monitor any activity which involves comp eting for prizes. C. Recreation staff shall periodi cally inspect, inventory, and maintain all athletic and exercise equipment and supplies. Depending on the facility and housing unit these may include volleyballs, basketballs, ta ble tennis, golf equipment, handball, and other exercise equipment. Purchas e and replacement of the supplies come s from the Inmate Welfare Fund. IV. Indoor/Outdoor Recreation Procedures A. Housing unit staff shall log in the log book the start and e nd times, any refusals, the type of recreati on (indoor/outdoor), and prisoner classification if multiple classifications o f prisoners are housed in a housin g unit. 1. Prisoners classified as Tota l Separation (T-SEP) shall be gi ven indoor/outdoor recreation alone without any other class of prisoner. 2. Prisoners classified as Admi nistrative Segregation (ADSEG), Protective Custody (PC), General P opulation (GP), or Civil shal l be given indoor/outdoor recreation only with prisoners within the same classification. a. Exceptions may exist when pris oners or groups of prisoners within a classification are unabl e to recreate together. 3. Prisoners on discipline stat us shall not be scheduled for mi nimum recreation requirements unless st ated in the disciplinary heari ng or specified by medical staff. B. Indoor and/or outdoor recreation at the Main Jail and in security housing areas at RCCC may be run between the hours of 0800-2300 hours. Lockdown occurs at 2300 hours each night and no out of cell rec reation will occur without supervisor approval. 1. At RCCC , the honor facility and Sandra Larsen Facility (SLF) have outdoor recreation “yards” that have minimum lighting. Due to the Correctional Services P age 3 of 5 6/10 (REV 7/13) MJ/RCCC security and safety issues that may arise, outdoor recreation a t these facilities is limited to day light hours only. C. Prisoners are to remain insi de the prescribed boundaries of the recreation areas, whether indoor s or outdoors. D. Prisoners are not allowed to c ommunicate with prisoners in o ther pods/housing units/barracks or wit h persons outside the facilit y. 1. Exceptions exist for prisoner s to communicate by telephone o r mail to persons outside the facility. E. Housing units that share a re creation area shall coordinate with each other for use of the recreation area. 1. Priority for the use of the recreation area during open peri ods will be given to prisoners who have not yet had the
