Correctional Services P age 1 of 7 6/03 (REV 9/16) MJ/RCCC OPERATIONS ORDER Classification Process The purpose of this Order is to outline the procedures for clas sification and reclassification of prisoners housed at the Main Jail and at the Rio Cosumnes Correctional Center (RCCC), in terms of classification assignment and duties, classification factors, housi ng assignment guidelines, and clas sification review, per Title 15, Section 1050. I. Classification Assignment A. At the Main Jail , the classification program is generally supervised by the Main Jail Intelligence Unit Supervisor. B. At RCCC , the classification program i s generally supervised by the Intelligence Unit Supervisor and/or Division Administrative Ser geant. C. The Division Commander or desi gnee shall establish the minim um qualifications for the posit ion and assign staff as needed. D. Sworn and non-sworn staff ma y be assigned to the classificat ion unit. II. Classification Duties A. At intake, custody staff will perform an initial classificat ion of prisoners using the Intake Classificati on Form. Custody staff will be re sponsible for separating prisoners as appr opriate per this order. B. Designated Classification Offi cers will perform the duties o f classification including, but not limited to: 1. Evaluate each prisoner to be housed and assi gn an appropriat e housing location in accordance wit h Operations Order 6/2-Housin g Plan. 2. Conduct classification interview s of prisoners as necessary, and make all necessary entries in the Jail Information Management System (JIMS). 3. Research and investigate info rmation supplied by the prisone r for verification purposes. Correctional Services P age 2 of 7 6/03 (REV 9/16) MJ/RCCC 4. Respond to prisoner grievances related to classification and process prisoner requests related to housing locations and/or classification. 5. Conduct classification reviews and reclassifications as requ ested by authorized personnel. 6. Forward copies of Incident R eport Details (PF-10’s) to the appropriate CDC Parole Agent or Pr obation Officer to allow paro le and probation violations to be filed. 7. Respond to requests from wit hin the department and other law enforcement agencies and direct new information developed withi n the facility to the appropr iate detective/agency. 8. Maintain and update as necessary a classification file syste m. C. For inter-facility transfers, classification officers will r eview prisoner information to ensure each pris oner has been properly classifie d prior to transfer to the facility. 1. A cancelled transfer, or “scratch ”, will be generated by the receiving facility classificati on officer or the transport offi cer when the receiving facility does no t have the appropriate housing fo r a particular prisoner’s classifica tion and housing needs. The tra nsfer cancellation will be documented on the inter-facility transfer list. 2. It is the duty of the cla ssification officers at the Main Jail and RCCC to coordinate the transfer of p risoners between facilities to ensure appropriate facility housin g requirements are met and to maximize the efficiency of the inter-facility transfer process. 3. For the logistics of inter-f acility transfers and court appe arances, refer to Operations Order 2/13 , Inter-Facility Transportation a nd Court Appearances. III. Classification Factors A. Prisoner classification shoul d be based on factors which aff ect the security of the facility, staff, and the prisoner. Some of these factors include, but are not limited to: 1. Physical characteristics , including gender, age, mental and medical conditions. 2. Criminal history both in and out of custody, known gang affi liation, prior classification history, c urrent charges or nature of char ges against prisoner. Correctional Services P age 3 of 7 6/03 (REV 9/16) MJ/RCCC 3. Legal status, including propria persona (pro per) status, ci vil commitments, extradition status , or detention as a witness. 4. Administrative segr egation considerati ons including prior pe ace officer or corrections officer employment, gravely disabled sta tus, and/or case notoriety. 5. Criminal sophistication, form er victims or enemies currently housed within the facility, status as a known law enforcement informan t, sexual orientation/transgender sta tus, or status as an inmate worker. B. ICE detainees wil l be additionally assigned a numeric level based on their current charges. This numeric lev el will assist classification officers with identification of t he potential housing uni t and also enhance t he safety and security of the detainee. 1. Level 3 Violent Felonies 2. Level 2 Non-violent felonies 3. Level 1 Non violent crimes or ICE holds IV. Housing Assi gnment Guidelines A. The prisoners s hould be housed in the appropriate type of ho using with regards to the prisoner’s classification; and the facility’s av ailable housing locations, as per Operati ons Order 6/2- Housing. A. For the purposes of this order , the levels of housing and ho using unit availability will be described based on the following guideline s: 1. High Security Housing refers to single occupancy or double occupancy cells as defined in Title 24 Section 470A
