Field & Investigative Services Page 1 of 10 6/01.1 (New 9/13) Special Enforcement Detail Critical Incident Negotiations Team The purpose of this Order is to outline the procedures and resp onsibilities of the Special Enforcement Detail and the Crit ical Incident Negotiations Team. Special Enforcement Detail I. Concept and Mission A Special Weapons and Ta ctics Team (SWAT) is a designated group of law enforcement officers who are se lected, trained and equipped to work as a coordinated team to resolve criti cal incidents that are so haza rdous, complex, or unusual that they may exceed th e capabilities of first responde rs or investigative units. The Sacramento County Sheriff’s SWAT team is identified as the Special Enforcement Detail (SED). The mi ssion of SED is to fulfill the need of the Sacramento County Sheriff’s Depar tment to provide a highly trai ned, specially equipped, flexible unit to respond to emergency situations with out disrupting the normal operations of the Departmen t. The role of SED is to neu tralize hazardous situations by using time, team work, specialized equipment and e ffective tactics. Through periodic needs assessments, the Special Enforcement Det ail will determine the type and extent of S WAT missions and operations a ppropriate to the agency. These include but are not limited to:  High risk arrest and search warrants  Contain and callout operations  Barricaded subjects  Active shooters  Hostage rescue  Linear assaults  Executive and Dignitary Prote ction / Security Operations  Response to WMD and Terrorists Incidents  Counterterrorism / Count er sniper operations  Mobile suspect interdict ions / Vehicle takedowns  High risk open area searches  Rescues / Officer down / Evacuations  Suicide Intervention Field & Investigative Services Page 2 of 10 6/01.1 (New 9/13)  Covert surveillance  Explosive breaching  SWAT / K9 integration (SKIDDS)  Tactical Emergency M edical Support (TEMS)  Airborne Operations  Specialty tactics  Less than lethal capabilities  Covert Investigative Operations  Conduct Long and Short Term Criminal Investigations  Directed Enforcement Operations Targeting Patterns of Violence II. Purpose The Special Enforcement Detail recognizes that certain missions or simultaneous operations may exceed the capabili ties of a particular team and may require resources from other local, s tate and federal agencies. Operat ions that are protracted or require specialized functions, tactics, or resour ces may require a collaborative response fr om multiple agencies. The Sacramento Sheriff’s Departm ent is committed and prepared t o provide specialized training, equipment, and/or personnel as part of a coordinated regional response. These resour ces may include the following:  Armored Rescue Vehicles  Specialized Electroni c Operations (SEO)  Robotic Operations/Equipment  Tactical Emergency Medi cal Response (TEMS)  Chemical, Biological, Radiologic al, Nuclear or Explosive Respo nse (CBRNE)  Hostage Situations/Rescue  Explosive Breaching  Tactical Air Operations  Critical Incident Negotiators (CINT)  Covert Surveillance  Personnel augmentation  Investigative Support III. Team Organization and Duties The Special Enforcement Detail is comprised of a Tactical Comma nder, 2 Team Leaders and 18 Operators. The duties of SED personnel are curr ently assigned as an adjunct function to their pr imary full-time Field Service s assignment. A. Tactical Commander (Lieutenant) 1. Operational comm and and control of all tactical teams and su pport personnel during deployments (SED / CINT / SEO/ K9 / EOD) Field & Investigative Services Page 3 of 10 6/01.1 (New 9/13) 2. Tactical advisor to the In cident Commander regarding the tea ms’ capabilities, limitat ions and legalities 3. Reviews and authorizes reques ts for service/deployment 4. Establishes commander intent and prioritizes mission objecti ves. 5. Reviews and approves tactical p lans to resolve critical inci dents and special operations 6. Overall management responsibilit y for the unit’s daily opera tions B. Team Leader (Sergeant) 1. Responsible for supervising t he unit and directing operator mission tasks during tactical deploy ments and investigations 2. Develops and submits tactical plans to resolve critical inci dents and special operations 3. Liaison between the Tactical Commander and deployed resource s 4. Assumes responsibility for t he Tactical Commander in his/her absence 5. Identify and prioritize traini ng needs and training schedule 6. Ensure operational preparedness 7. Responsible for immediate supervision of daily operations C. Assistant Team Leader 1. Generally a senior member of the team 2. Assumes responsibility for t he Team Leader role in his/her a bsence 3. Assists with regular c oordination of training D. Operator 1. Master individual SW AT core competencies 2. Master team movement and tactics 3. Care and maintenance o f issued equipment and weapons 4.
