Property Bureau Page 1 of 3 58/02.0 (REV 2/97) METHOD OF DISPOSAL FOR PROPERTY RELEASED ON A PERMANENT BASIS (DESTRUCTION) The purpose of this order is to outline the procedure for destr uction of property released on a permanent basis. I. Destruction by the Property Bureau A. Property that has remained unc laimed by the owner or finder, property where ownership could not be es tablished, and c ontraband will b e disposed of by the Property Bureau. B. When physically clearing a report, the property officer will check the property receipt/report and verify that all release criteria ha s been met. C. The property officer will physi cally sort the property and a ssign it to the appropriate form of dispos al or destruction. D. The method of disposal or des truction is determined by the t ype of item. The various methods of disposal o r destruction used by the Prop erty Bureau: 1. Auction – Items of value are retained for auction (refer to Operations Order 58/03.0). 2. Relief Agency – Usable items that have no auction value are given to a relief agency (Sacram ento County Co de 2.64.020). 3. Charity – The majority of bi cycles are given to requesting c harities (refer to Operations Order 58/05.0). 4. Firearms – Firearms are eit her retained for department use o r destroyed by stripping and melt ing (refer to Operations Order 58/04.0 and 58/06.0). 5. Narcotics – Narcotics are des troyed by burning (refer to Ope rations Order 58/07.0). 6. Money – Money is deposited in t he County General Fund (refer to Operations Order 58/08.0). Property Bureau Page 2 of 3 58/02.0 (REV 2/97) E. Destruction List 1. Knives, BB guns, live ammuni tion, and other offensive weapon s (excluding firearms) are sen t to the Range for destruction. 2. Fireworks and other e xplosive material are released to the Explosive Ordnance Detail for destruction. 3. Drivers’ licenses, license pla tes, ownership certificates an d registration tags are sent to the Department of Motor Vehicles (Section 4460 CVC). 4. Passports are mailed to the US Postal Service, passport divi sion. 5. Papers, boxes and paper bags a re thrown into the dumpster. 6. All other items that require destruction are taken to a Coun ty refuse site. The property officer transpor ting property to a refuse si te shall remain in attendance until the entire load has been crushed and buried. F. An accurate record must be maintained by the Property Bureau of the disposition of each item of pr operty by completing the appropri ate disposal list and signing off each item on t he property receipt/report. 1. Disposal List a. A destruction list and relief a gency list are available for logging those items assigned to either a relief agency or intended for destruction. b. Firearms, narcotics, money, and auction lists are completed as required as well as bicycl e charity request letters. c. Each list or letter is assi gned a “letter number” using the next available number from the “lette r record log.” The letter log i s maintained as an index for all release request letters and disposal lists. The letter number consists of the last two digits of the current year, a h yphen, and the next number in sequence beginning with number one. The letter record log will contain the letter num ber, the date, the name of the property officer, and the type of disposal. d. Each disposal list or reques t letter will contain the follow ing information for each item of pro perty entered on the list or letter. (1) Sheriff’s report num ber or property number. Property Bureau Page 3 of 3 58/02.0 (REV 2/97) (2) Description of the item. (3) Disposal date. (4) Initials of the property offi cer completing the disposal. (5) Signature of the person re ceiving physical custody of the item when applicable. 2. Property Receipt/Report Form a. The property officer completi ng the disposal of property is responsible for signing off the pr operty receip t/report form. b. The Declaration of Ownersh ip section on the property receipt/report will be complet ed and shall contain the following information: (1) Item number(s). (2) Date of disposal. (3) Name and badge number of t he property officer completing the disposal. (4) Appropriate letter nu mber and type of letter. Exception: Items to be auc tioned will not have a letter number assigned.
