METHOD OF DISPOSAL FOR PROPERTY RELEASED ON A PERMANENT BASIS
I. Release to a Legal Owner or Finder
A. The person requesting the proper ty shall identify themselves to the
satisfaction of the property offic er. Picture i dentification is required.
B. The property receipt/report will be checked for release auth orization. All
time requirements must be met.
C. The property receipt/report will be checked to see if photog raphs are
required.
D. A Department of Justice rap s heet and CJIS record check will be run on
each person requesting the release of a firearm.
1. If the DOJ rap sheet is not automated, the claimant will be required
to wait until the information is available. Obtain a current ma iling
address and inform the claiman t that a letter will be sent when the
firearm is cleared for release.
E. The releasable property will be pulled from its location and itemized to the
legal owner.
F. An item (excluding firearms) that has had the serial number removed will
be assigned a new ident ification number.
G. All pertinent phot ographs will be taken and reviewed for cla rity. These
photos will be attached to the pink copy of the property receip t/report.
H. The “declaration of ownership ” section on the reverse side o f the pink
copy of the property receip t/report will be completed.
I. When releasing large cases, r elease the items on the back of the page on
which they are listed.
1. The releasing person will indi cate the item number(s) being
released (include page number[s ], if necessary, for clarificati on).
Also include the number of photog raphs taken, date of release,

claimant’s identific ation number, and the signature and badge
number of the officer releasing the property. If money is being
released, the dollar amount as we ll as the item number(s) shall be
noted in the “item” section.
2. The claimant will be instruct ed to read the “declaration of
ownership”, print their name in t he release section and provide a
signature.
3. If the claimant is a represent ative of a business, the busin ess name
and address is to be provided in the release section and the
representative’s sig nature is required.
J. When property is released to t he finder, an administrative f ee of $5.00
must be paid (California Civ il Code Section 2080.3).
1. The releasing person will comp lete a County of Sacramento th ree-
part, pre-numbered receipt. The rece ipt will contain the follow ing
information:
a. Date. b. Name of finder. c. Amount paid. d. Property number and type of item(s). e. Signature of releasing person.
2. The white receipt wi ll be given to the finder.
3. The money will be attached to the yellow receipt copy and bo th will
be transported to the cashier for deposit.
a. The cashier will stamp the ye llow copy after accepting the
money. It will be returned to the Property Bureau and
attached to the pink copy.
4. The pink copy shall always remain in the receipt book. 5. Checks are acceptable. 6. The Property Bureau is unable to make change.

K. Property packaging that contai ns information other than that which is
public record shall be removed and destroyed prior to releasing the
property to the claimant.
L. A handgun will be sealed in a clas ped envelope stamped “Unload Firearm
to be Transported.” The name and address o f the owner, the date and
time, and the releasing office r’s signature an d badge number wi ll be
entered on the envelope. The owner will be advised to transport the
firearm on the front sea t of their vehicle.
M. After releasing the property, the property receipt/report wi ll be re-filed
appropriately. (refer to O perations Order 55/00.0).
N. Statistical information and t he money log will be completed as applicable
(refer to Operations Order 60/00.0).
