Property Bureau Page 1 of 2 51/00.0 (REV 2/96) PROPERTY BUREAU SECURITY The purpose of this order is to d escribe security procedures fo r Property Bureau personnel. I. General Due to the nature of the items being stored by the Property Bur eau, maximum security shall be maintained at all times. All property personn el are required to be thoroughly familiar with and must c omply with the Property Bure au security regulations. II. Facility Alarm System A. The Property Warehouse and Ident ification lab are each equip ped with an alarm system maintained and monitor ed by Sacramento Control Sys tems. 1. The ID lab alarm system has perimeter door alarms, glass breakage alarms, and motion detectors. This system also control s the west exterior perimeter fence line. 2. The Property Warehouse alarm syst em has perimeter door alarm s, glass breakage alarms, and motion detectors. This system also controls the exterior perimeter fence line on the north, south, and east sides of the building, and t he Hazmat storage unit on the north side of the building. B. When opening or clo sing the Property Warehouse, property per sonnel will ensure the appropriate codes are p rogrammed into the alarm pane l. C. An accidental tripping of the alarm requires immediate telep hone notification to Sacramento Contro l Systems and the Communicatio ns Center. D. If an alarm is tripped, the al arm company will notify the Sh eriff’s Department or fire department and the Property Bureau superviso r. If the alarm company is unable to reach the supervisor, they will cont act a property officer from a list pro vided by the Property superviso r. Property Bureau Page 2 of 2 51/00.0 (REV 2/96) III. Property Bureau and Proper ty Locker/Safe Access A. Property personnel are the onl y personnel authorized to ente r the Property Bureau warehouse unescorted. All other persons must provide identification and must be accom panied by a property officer un less granted an exemptio n by the Property Bureau supervisor. B. The commander and executive lieutenant of Technical Services and property officers are the only authorized personnel to have a k ey or combination access to the evidenc e lockers located in the vario us facilities. It is the responsibilit y of the officer booking pro perty to ensure the evidence locker is secure a fter the propert y has been booke d. C. All safes used for booking m oney and/or narcotics shall be d ouble locked. One key shall be c ontrolled by the Proper ty Bureau and the seco nd key shall be controlled by the respective division. 1. Each safe is equipped wit h a deposit slot and a log. 2. Every deposit of money or nar cotics must be logged and verif ied in accordance with the log format and instructions (refer to Opera tions Order 60/07.0). 3. Property personnel shall ensur e the pick up section of the s afe log is completed when picking up pro perty (refer to Operations Orde r 70/07.0). IV. Special Circumstances Security A. When transporting booked proper ty from one location to anoth er, the transporting vehicle will remain locked at all times. B. When narcotics and guns are bei ng transported to a destructi on site, a minimum of two officers shall be assigned to the transportation detail. The Property Bureau supervisor may r equest a patrol escort if appro priate. C. Money is transported to the bank by Loomis, Fargo & Co. This contract is arranged and paid for by the Auditor’s Office.
