Purpose of Order The purpose of this Order is to e stablish the process for the s upervision of Home Detention and Pretrial Relea se Supervision participants. II. General The Sheriff’s Department’s Home De tention Field Investigators, (Deputies) will monitor and supervise all male a nd female participants in the E lectronic Monitoring Programs. IV. Field Investigators Responsibilities Home Detention Field Investi gators duties will include the foll owing: A. Applicant interview and residence assessment: 1. Ensure the applicant has r ead and signed the Home Detention Conditions of Custody Agreement. 2. Verify the applicant has watc hed the Home Detention Program video. 3. Ensure and provide applicant with a copy of the Home Detenti on rules book. 4. Verify personal informa tion with the applicant. Correctional Services Page 2 of 8 5/6.0 (REV 3/19) Work Release-HDP a. Address, telephone numbers , individuals residing at residence, current employment, etc. b. Alcohol and drug usage. 5. Review with applicant: a. Current conviction/ commitment. b. Criminal history. c. Court orders, e.g. restraini ng orders (RO’s) if applicable. d. Outstanding warrants for applic ant and individuals residing at the residence. (Must be cl eared up prior to commitment/ booking date). e. Consent to search forms, signed by all adults living at the residence. Exceptions may be m ade if the inmate lives in a verifiable residential treatment p rogram or transitional living program and the inmate is t he sole occupant of a separate room. Officers shall obtain a letter of acceptance from the Program Director to include a cceptance of the inmate into their program and acknowledgem ent of the conditions of custody. f. Equipment telephone line requirements. g. No alcohol, illegal drugs and weapons policy, to include no use or possession of Mar ijuana/Cannabis. The Home Detention Unit does not allow the use of Medical Marijuana/Cannabis pursuant to Health and Safety Code Section 11362.785(a). h. Rule violations. i. Suspended driver’s license notification i f applicable. j. DNA – 296 PC Form. k. Process for participant request forms (kites), employment, school, appointment. B. Program orientation during commitment/booking process: 1. Review the Home Detention pr ogram rules/video and answer questions related to the program. Correctional Services Page 3 of 8 5/6.0 (REV 3/19) Work Release-HDP 2. Collect participant’s uri ne sample for drug testing. 3. Review/update personal informa tion in HDP com puter program. a. Confirm that circumstances ( living, employment, etc.) have not changed since approval. 4. Create schedule for approved activities. a. Allow reasonable travel time to approved appointments. (1) Weekly office visit (a) Drug testing, fee paym ent, meeting with Field Investigator, submission of request forms, assessment of compliance. (2) Employment/job site(s) (3) Medical/dental, job inte rviews, AA/NA meetings, etc. 5. Review and provide a print ed schedule for the participant. 6. Make any necessary referrals. a. Alcohol and dr ug programs, etc. 7. Confirm the participant has p rovided all necessary documenta tion not provided during interview. 8. Refer and explain the medica l emergency procedures as stated in the Home Detention rule book. C. Installation of electronic monitoring equipment: 1. The Field Investigator will per form the initial installation of assigned electronic monitoring equipment ( transmitter, receiver, alcohol monitoring device) in compli ance with the manufacturer’s equipment instructions. 2. Verify electronic monitori ng equipment is operational at par ticipant’s residence on commitment/booking day. 3. Reissue/install new e quipment as necessary. a. Malfunctioni ng/broken equipment. 4. Monitor participant alerts via computer programs and text messages from contracted monitoring company. Correctional Services Page 4 of 8 5/6.0 (REV 3/19) Work Release-HDP D. Supervise program par ticipants in the field: 1. Resident checks. a. Evaluation of participant’s home. b. Verification of residents/visitors. c. Electronic monitori ng equipment is operational. d. Cursory search for contraband. (1) Alcohol, illegal drugs, weapons 2. Job site(s) if employed. a. Verify participant is at work location. (1) Contact participant in per son or telephone or contact supervisor. 3. School site(s) if attending school. a. Verify participant is at school site. (1) Contact participant in person, telephone 4. Approved scheduled appointments. a. Verify participant i s at appointment(s). E. Arrest and place in custody w hen necessary any program parti cipant who violates the terms and condition s of the program’s contract and rules. F. Prepare incident, violation or crime reports as needed. G. Enforcement
