Correction al Services Page 1 of 7 5/07.0 (REV 5/20) Work Release -HDP Home Detention and Pretrial Release Supervised Electronic Monitoring System The purpose of this Order is to establish the process for handling electronic home monitoring irregularities . I. Monitoring The electronic monitoring company’s system /equipment will monitor the participant 24 hours a da y. It will report types of activities / alerts . A. Type of reporting activities / alerts , such as : 1. Change of status a. At home /or away from home . 2. Electronic monitoring equipment late to report in alert a. The electronic monitoring equipment has not reported in to the monitoring company at the assigned time . 3. Transmitter/ GPS tamper alert a. The transmitter or GPS transmitter has been tampered with . 4. Strap tamper alert a. The transmitter strap has been tampered with . Home monitoring unit tamper alert a. The home monitoring unit has been tampered with . 7. Schedule violation alert a. The participant has not returned home at the designated time or they are away from home when they shouldn’t be . 8. Power failure alert a. The mon itoring device in the participant’s residence is without power and on battery backup . 9. Telephone disconnect alert a. The participant’s telephone is either disconnected , or out o f order . 10. Charging alert a. The participant’s GPS transmitter has approxi mately 2 hours of battery power . 11. GPS inclusion/ exclusion zone alert a. The participant has enter ed or left an inclusion/ exclusion zone . 12. Positive alcohol (BAC) alert a. The participant had a positive alcohol breath test . 13. Missed alcohol test alert a. The participant has missed a n alcohol breath test . 14. Alcohol monitoring unit tamper alert a. The alcohol monitoring unit has been tampered with . B. Checking m onitoring alerts 1. Checking the daily monitoring alert emails and the active alarms screen from the monitoring company for violations will be considered a Correction al Services Page 3 of 7 5/07.0 (REV 5/20) Work Release -HDP priority task. Sheriff’s Record’s Officers and/or Sheriff’s Deputies will do this on a daily basis. 2. Field Investigators will check at the beginning of their shift the morning alert emails and the active alarm screen for participant violations and monito r text alerts on their assigned mobile phones for violations throughout their shift. C. Clearing monit oring alerts 1. Home Detention staff will clear m onitoring alerts / alarms sent by the monitoring company . The alerts will be evaluated to ascertain if a violation has been committed. If an alert is determined to be a violation, Home Detention staff will: a. Make an entry into the participant’s comment log in the Home Detention computer programs . b. Counsel or Write -up the participant for the rules violation (s). c. Notify the assigned Field Investigator o f the violation and or write -up (Refer to Violation dispositions ). d. Respond to participant’s place of residence or work if necessa ry to confirm a violation has been committed as opposed to an equipment failure . 2. If the alert is determined to be a non -violation , Home Detention staff will: a. Contact the participant , if necessary , and counsel regarding the event to eliminate future alerts , e.g. power failure, out -of-range issues , etc. b. Make an entry into the participant’s comment log for future review of events . c. If regarding work scheduling issues , contact employer and participant to review Home Detention scheduling requirements . d. Respond to participant’s place of residence or work to determine if equipment needs to be replaced, e.g. bad pow er supply, bad transmitter, etc. III. Electronic Monitoring Violations A. When the nature of a violation has been ascertained, a telephone or home contact will be made as soon as possible. 2. Field Investigators will promptly advise the Program Ser geant of all major incidents, and all s uch incidents shall be documented. B. Grounds for program removal 1. Home Detention staff will counsel or write -up a participant who violates any rule . Any major rule violation may constitute grounds for program removal. 2. Other grounds for program removal are: a. Schedule violation b. Leaving without permission c. Willful disregard of a staff directive d. Any criminal violation e. Positive drug/alcohol test C. Officer’s discretion 1. In all such instances,
