OPERATIONS ORDER
DNA Samples
The purpose of this Order is to standardize the procedures rega rding the collection of
DNA samples at the Main Jail o r Rio Cosumnes Correctional Center (RCCC) i n
accordance with California Penal Code 296.
I. DNA Program Responsibilities
The DNA program falls under the supervision of the Booking Serg eant and
Booking Supervisor.
DNA screening is the re sponsibility of the CAL-ID officer to:
A. Identify prisoners who qualify for mandatory DNA sample coll ection using
the prisoners’ criminal his tory response from DOJ.
B. Maintain an adequate supply of DNA Collection Kits.
C. Maintain the Main Jail DNA Database.
D. Run DNA Report in Web JPF (midnight and noon).
E. Update JIMS identifiers to refle ct DNA collection status.
II. Qualifying Circumstances
A. Persons arrested for ANY felony offense. B. Persons arrested for a mis demeanor offense, including bench warrants,
when one of the following conditions are met:
1. Arrestee is on active felony probation, PRCS, or parole; or active
misdemeanor probati on, PRCS, or parole and has a prior felony
conviction; or
2. Arrestee is a PC 290 or P C 457.1 registrant.

A. DNA should be taken at time of booking, as soon as the arres tee’s identity
has been verified through CAL-ID (CAL-ID VP). DNA should be obt ained
prior to the inmate being locat ed to a housing floor.
B. Once the arrestees identity is verified through DOJ, CAL-ID staff will print
a copy of the arrestee’s JIMS PF2 screen and attach it to a DNA collection
kit with the following information:
(1) Arresting agency (2) Charge (3) Inmates housing location (4) Stick number from t he DNA collection kit
(5) A space designated for t he collecting officers name
C. All pertinent information will be entered in the DNA databas e. The PF2 and
the collection kit will be given to Male or Female property bas ed on the
arrestee’s gender. If the DOJ cr iminal history response indica tes that the
arrestees DNA has already been processed, the CAL-ID officer wi ll update
JIMS with the i dentifier 96CO.
D. Property officers will confirm the arrestee has not been loc ated and will
advise Male Booking officers of any pending DNA collections.
**Note ** If the arrestee has been located prior to DNA collection and has
had felony charges reduced to misdemeanors or has had charges
dismissed or No Charges Filed ( NCF), DNA cannot be taken per DO J.
E. Booking officers will verify the arrestee’s identity, take f lat fingerprint
impressions via Livescan, and co llect the DNA sample on the buc cal swab
from the collection kit. The offi cer will complete the required information in
the kit, seal it, and return it wit h the PF 2 copy to the CAL-I D officer.
F. The CAL-ID officer will complete the entry in the DNA databa se, update
JIMS with the identifier 96SU, add a remark that DNA was collec ted, and
then send the sealed DNA kit to:

G. If the arrestee refuses to provide a buccal swab sample, a b lood sample
may be taken and the arrestee ma y be charged with misdemeanor r efusal
to supply an authorized DNA sample in accordance with Californi a Penal
Code 298.1.
