Secondary Law Enforcement Employment
This Order establishes policy for Sheriff's Office employees and Volunteer Reserve
Deputy Sheriff ’s who have peace officer powers by virtue of employment or association
with another law en forcement agency, also known as, dual badge status .
I. Policy Statement
Sheriff's Office paid employees, including Deputy Sheriff On-Calls and other part -time or
intermittent employees , are prohibited from accept ing or maintaining fulltime or regular
employment as a peace officer with another law enforcement agency , except for the
California Exposition & State Fair (Cal Expo) Police Department.
Volunteer Reserve Deputy Sheriff 's may be regularly employed as peace officers or
serve as a reserve peace officer with other agencies subject to the provisions in this
Order .
Paid employees may serve as a reserve peace officer with other agencies subject to the
provisions of this Order .
Sheriff's Office paid peace officer employees , and Volunteer Reserve Deputies may
accept part -time or irregular employment as a private security guard or patrolman for a
public or private entity subject to the p rovisions of General Order 5/01, Off-Duty
Employment Sworn .
II. Application
A. Sheriff’s Office employees and Volunteer R eserve Deputies who wish to
accept employment or affiliation with another empl oyer must complete and
submit a, Secondary Employment Application to their Division or Bureau
Commander.
B. Sheriff’s Office employees must have successfully completed their
respective division 's training program prior to applying for secondary
employment.
C. The Commander , Service Area Chief Deputy, and the Chief Deputy for
Support Services shall review the application for compliance with the
Page 2 of 4 5/03 (REV 10/20 ) policy, approve or deny the application, and forward the application to the
Human Resources Office.
1. A manager denying the application shall state the specific reasons
for the d enial in an attachment to the application.
D. The Human Resources Office shall return to the applicant a copy of the
application and any attachments, and image the original.
III. Volunteer Reserve Deputies
A. In addition to compliance with sections V through IX of t his Order,
Volunteer Reserve Deputies approved for employment or volunteer
service as peace officers for another entity must fulfill the Sacramento
Sheriff’s Office requirements outlined in General Order 13/03, Reserve
Deputy Sh eriff Utilization and Employ ment.
1. Work hours, firearms qualification, and training performed or
attended at the secondary employer do not satisfy this requirement.
B. Failure to comply with paragraph A may result in revocation of the
secondary employment authorization and/or termination as a Sacramento
County Volunteer Reserve Deputy Sheriff.
IV. Volunteer Reserve and On -call Deputies
A. May work as reserve peace officers for another entity subject to the
following;
1. Such affiliation must not interfere with the employee's attend ance or
work per formance at the Sheriff's Office .
2. Upon reasonable notice of an emergency, the employee agrees to
immediately return to his or her Sheriff's Office assignment.
3. The aggregate of hours worked for Sacramento County , and any
outside entity do es not exceed sixteen hours in a 24 hour period.
4. Compliance with sections V th rough IX of this Order.
B. Failure to comply with paragraph A may result in revocation of the
secondary employment authorization and/or appropriate disciplinary
action.
C. The provision of a token wage, stipend, or uniform allowance by the
secondary entity for service as a reserve peace officer does not constitute
regular employment in section I.
D. Assignment as a military police officer or other law enforcement function in
connection with service in the United States Military, Military Reserve, or

enforcement agency in section I.
V. Uniforms, Weapons and Safety Equipment
A. Employees and Volunteer Reserve Deputies shall not wear, c arry or use
any uniform badge, firearm, weapon, or safety equipment issued by or
carrying any emblem or insignia of the Sacramento County Sheriff's Office
while performing duties on behalf of the secondary entity.
B. An employee or Volunteer Reserve Deputy wh o becomes ineligible for
employment or appointment under the provisions of this Order, or who
resigns or is terminated from his or her position with the Sacramento
County Sheriff's Office shall immediately return all issued badges,
identification and equip ment.
VI. Report Preparation
A. Employees and Volunteer Reserve Deputies who prepare reports arising
from employment or affiliation with an outside entity shall not do so while
on duty with the Sacramento Sheriff's Office , nor be compensated by
Sacramento County for such report preparation.
VII. Department Resources
A. Employees and Volunteer Reserve Deputies acting in the course and
scope of employment or association with an outside entity shall not use or
access any Sacramento County Sheriff's Office facility, vehicle, network,
database, equipment , or other resource s.
B. Sheriff's Office resources routinely provided to peace officers of allied
agencies are exempt from this provision.
VIII. Subpoenas and Court Appearances
A. Employees and Volunteer Reserve Deputies who receive a subpoena for,
or who attend a court appearance, administrative hearing, conference, or
other proceeding arising out of their employment or affiliation with an
outside entity shall not be compensated for such subpoen a or appearance
by Sacramento County.
B. Employees who appear during scheduled work hours shall use accrued
leave balances for the period of absence.
