OPERATIONS ORDER
Arrest Types and Bookings
The purp ose of this Order is to provide an overview of arrest types and bookings at the
Main Jail and the Rio Cosumnes Correctional Center (RCCC).
I. Arrest Documentation
A. Arrest documentation will be processed in accordance with Operations
Orders 4/01-Intake, Search, Reception and Holding and 4/03-Prisoner
Clothing, Property and Funds.
B. In addition, extra forms may be supplied as needed to process bookings.
These forms may be supplied by the arresting/transporting agency or by the Sheriff’s Department.
C. Booking staff shall review arrest documentation to ensure only those
persons who can legally be held in jail are accepted for booking. The following persons will not be eligible for booking :
1. Persons for whom the arrest documentation is incomplete.
2. Persons charged only with fresh infraction charges.
3. Persons declared medically unfit for custody.
4. Juveniles.
5. Persons who have been arrested for 2 or fewer misdemeanor warrants for parking citations or traffic infractions before being given
the opportunity to arrange for bail in accordance with California
Vehicle Code 40304.5.
II. Fresh Arrests
A. Fresh arrests generally refer to arrests in which the alleged crime(s) recently
occurred, the prisoner has not yet appeared in court, and no warrant has
been issued in connection with the arr est. Fresh arrests will be accepted in
accordance with related General Orders and California Penal Code
sections 825 and 849.

III. PC 647(f) Arrests
A. Arrests made under California Penal Code 647(f) will be processed as a
fresh arrest with the additional requirement of holding the prisoner for a
minimum of four (4) hours from the time of arrest to the time of release.
B. PC 647(f) arrests will be released in accordance with California Penal Code
849(b)(2), unless other c harges exist . If the arrestee has had three prior
PC 647(f) arrests within 365 days, he/she may be required to post bail.
IV. Local Warrant Arrests
A. Arrestees shall be charged with the charges indicated on the warrant(s).
Persons arrested for multiple warrants shall have each warrant processed as a separate arrest. The arrest documentation shall minimally include the
following warrant information:
1. Repository identification number (SA#).
2. Case or docket number.
3. Name of issuing judge and date warrant issued.
4. Charges.
5. Bail amount or “No Bail” notation.
B. For booking purposes, all criminal warrants must be entered into the Automated Warrant System (AWS). If the warrant has not been served, the arresting officer or booking staff may serve the warrant. Original criminal warrants stamped by the court will not be accepted.
C. Booking staff may sign for receipt of the prisoner after receiving the proper documentation, if a receipt is required by the arresting/transporting agency.
D. Juvenile warrant arrests will not be accepted if the juvenile warrant is the
only charge, unless the prisoner is 19 years of age or older and the person has been placed on a hold by Juvenile Hal l. If the juvenile warrant is for
traffic offenses only and the prisoner is 19 years of age or older, the warrant will be accepted.
V. Foreign Warrant Arrests
A. Any warrant originating outside Sacramento County i s considered a foreign
warrant.

MJ/RCCC B. If a local fresh charge(s) or warrant(s) exist s, the foreign warrant is placed
in abeyance and processed as a warrant hold.
1. If more than one (1) foreign warrant exists, the warrant from the nearest jurisdiction to Sacramento County is processed and any
others are placed in abeyance as warrant holds.
C. The arresting /transporting officer is responsible for advis ing the prisoner of
his/her right to either waive or exercise the right to be taken before a local
magistrate for a bail hearing , per California Penal Code 821 and 822 .
1. If the arresting/transporting officer is unavailable, custody staff may
perform the advisement.
2. The advisement will be documented on a “ Foreign Warrant Arrest
and Defendant’s Rights ” form, a copy of which will be kept in the
prisoners’ custody file. Another copy of the form will be given to the
Court Desk for scheduling purposes.
D. If the prisoner posts bail or the warrant indicates a misdemeanor warrant
charge, the prisoner may be processed as a release in accordance with Operations Order 4/ 09-Releases.
E. For foreign warrants, either misdemeanor or felony, for which the prisoner
does not qualify for release or for which the prisoner waives the right to
appear before a local judge, the Law Enforcement Agency (LEA) issuing the warrant must take cus tody of the prisoner:
1. Within five (5) calendar days if the LEA is within 400 miles from Sacramento County.
2. Within five (5) court days if the LEA is over 400 miles away.
F. A teletype will be sent to the LEA requesting a pickup within the prescribed time.
