OPERATIONS ORDER
Dress In / Dress Out Procedures
The purpose of this Order is to s tandardize the process of exch anging prisoners personal
clothing for prisoner clothing that will be worn during the inc arceration period.
Additionally, this order will out line the process for returning a prisoner’s personal clothing
and collecting facility clothing prior to release or transfer f rom the Main Jail or the Rio
Cosumnes Correctional Center (RCCC) as per Title 15 Sections 1260 and 1265.
I. Duties and Responsibilities
A. Sworn custody staff shall be responsible for dressing prison ers into facility
clothing in an area not visible to other prisoners and/or staff . Sworn staff
performing dress-in/dress-out dut ies shall be of the same gende r as the
biological gender o f the prisoners.
1. At the Main Jail , the duties regarding prison er dress-in/dress-out are
performed by the property off icer or booking officers.
2. At RCCC , the duties regarding prisoner dress-in/dress-out are
performed by the escort offic er or other sworn staff.
3. At the Sandra Larson Facility (SLF) at RCCC , the duties regarding
prisoner dress-in/dress-out will be performed by sworn officers
assigned to SLF or other sworn staff.
4. Prisoners utilized as workers s hall not take part in or have access to
another prisoner’s property at any time, unless under direct
supervision by custody staff.
II. Dress-in Procedures
A. Prisoner Property
1. All prisoners shall be dressed in facility clothing prior to being housed
in a housing unit. Prisoners are pr ovided the prescribed clothi ng for
the facility, including underga rments and shoes. Prisoners shal l not
be allowed to keep his/her personal clothing.
2. Prisoners are allowed to keep certain pieces of property on his/her
person which do not pose a securi ty risk to staff or the facili ty and/or

MJ/RCCC which are deemed necessary by medical staff. These items
minimally include::
a. Prescription eyewear, dentures, hearing devices.
b. Prostheses, crutches, and medical braces.
c. Legal materials.
d. List of telephone numbers and addresses.
3. Custody staff shall store t he prisoner’s clothing and valuab le property
in a property container, noting th e location of the property on t h e
Property and Clothing Record (PCR) form.
4. Prisoners are allowed to have certain braided hair styles, h air
extensions, and other hair grooming styles, but rubber bands, b eads,
and other solid attachment s must be removed.
5. For situations in which pr isoners are unable to remove rings or other
jewelry, the custody staff will ev aluate the need to remove the items
on a case by case basis.
a. A “Personal Jewelry Waiver and Release of Liability” form
shall be completed by custody staff in cases where prisoners have the choice to request the item be removed or where
prisoners have chosen to retain the items.
B. Prisoner Dress-in
1. Sworn custody staff shall perform strip searches of prisoner s who fall
under the criteria for strip sear ches in accordance with curren t policy
and procedures. Sworn custody staff shall dress in prisoners wh o are
eligible for a strip search separ ately from those who will not be strip
searched.
2. Sworn custody staff will move prisoners to individual stalls divided by
solid opaque dividers or opaque cu rtains blocking view of each
prisoner from each other and from outside the dress in area.
3. Sworn custody staff will issue the prescribed prisoner cloth ing for the
facility, including but not lim ited to, the following items:
a. One (1) shirt b. One (1) undershirt
c. One (1) pair of pants

d. One (1) pair of socks
e. One (1) pair of shoes
f. One (1) towel
g. One (1) complete set of undergarments. Female prisoners
receive two (2) pairs o f panties and one (1) bra.
4. Custody staff shall issue the prisoner a personal hygiene ki t, which
minimally includes a toothbrush, toothpaste, and comb.
5. Custody staff shall provide t he prisoner with orientation ma terials in
accordance with Operations Order 4/08- Prisoner Orientation.
6. Once prisoners have been dressed in prisoner clothing, custo dy staff
will deliver or make arrangements to deliver the prisoners to t he
housing units in accordance with O perations Orders 6/2-Housing
Plan and 6/03-Cla ssification.
7. The prisoners may also be issued additional clothing and bed ding
appropriate to his/her housing facility. The clothing assigned to the
prisoner will be in accordance wi th Operations Order 6/11-Laund ry,
Clothing, and Linens.
III. Dress-Out Procedures for Rel ease, Transfer or Temporary Tr ansfer
A. Custody staff will process t he property for prisoners to be permanently
released or transferred from the facility. The prisoner
