Correctional Services P age 1 of 3 4/01 (REV 5/16) Work Release OPERATIONS ORDER Participant Deaths The purpose of this Order is to o utline the requirements to be followed in the event of non-criminal death o f a participant. I. Initial Discovery A. Upon initial discovery of a participant who appears to have died while on Home Detention or while partici pating in Work Project, the disc overing officer shall: 1. Summon emergency personnel 2. Notify the supervisor who sha ll coordinate scene activities II. Supervisor Notification Responsibilities A. The supervisor shall be res ponsible for notifying the Divisi on Commander as soon as practical. III. Division Commander or Designee Notification Responsibiliti es A. Division Commander Notification Responsibilities 1. Chief Deputy of C orrectional Services 2. Undersheriff 3. Sheriff B. Upon confirmation of a parti cipant death the Division Comman der or designee based upon the circumst ances may notif y the following: 1. Detective Division 2. Homicide Detail 3. Affected agency, if the subjec t was a reciprocal participan t 4. Crime Scene Investigator 5. Department Safety Officer Correctional Services P age 2 of 3 4/01 (REV 5/16) Work Release 6. Media Officer a. Press release information b. If the individual w as a foreign national IV. On-scene Officer’s Reporting Responsibility A. It is the on-scene officer’s re sponsibility to prepare the f ollowing: 1. Casualty Report 2. Personal observations 3. Interviews V. Supervisor’s Reporting Responsibility A. The supervisor will ensure the completed report shall includ e, but is not limited to: 1. Casualty Report 2. Statement from all officers present or otherwise involved 3. Officers’ report of interview s with witnesses, participants, nurses, etc. 4. Circumstances of last contact with deceased 5. Reports of last contact with deceased 6. Court commitment, if sentenced 7. Hard copy printout of JIMS reports a. PF2 - Personal Descriptor b. PF3 - Intake Booking c. PF4 - Classification d. PF5 - Participant Movement History e. PF10 - Participant Incidents B. Photographs of t he scene and victim VI. Supervisor’s Overview A. The supervisor shall also com plete an overview which include s: 1. Dates of incarceration 2. Movement history relative to d isciplinary probl ems and medic al treatment 3. Narrative summary of the event Correctional Services P age 3 of 3 4/01 (REV 7/15) Work Release 4.
