Page 1 of 3 26/08 (NEW 2/05) Deployment and Use of the Aut omated External Defibrillator The purpose of this General Order i s to provide a standardized policy on the deployment and use of the Automat ed External Defibrillator (AED ). This policy will identify the coordination of t he AED program, outline the repor t writing requirement, and define the applicable persons who are certified to use the AED within the Sheriff’s Department. The goal of the Sacramento County Sheriff’s Department AED prog ram is to reduce the preventable loss of life from s udden cardiac arrest through the provision of rapid defibrillation. Automated External Defibrillator (AED) means an external defibr illator that after user activation is capable of cardiac rhythm analysis and will charge and deliver a shock, either automatic ally or by user interaction, a fter electronically detecting and assessing ventricula r fibrillation or rapid ventr icular tachycardia. I. Program Coordination The AED Program will be coordinated through the Sacramento Cou nty Emergency Medical Services (EMS) Office. The Sacramento County Sheriff’s Department shall have a prescrib ing physician to oversee the AE D program. The prescribing physician will coordi nate the AED program and work with the AED Department Coordinator to facilitat e the integration of the AED program within the Sheriff’s Department. A. The Department Coordinator wil l be the responsibility of the In-Service Training Office. The Department Coordinator will be responsibl e for compiling information from the Div ision Training Managers and f orwarding all applicable information to the Sacramento County EMS Coordin ator. B. Division Traini ng Managers will be res ponsible for coordinat ing the AED program at their specific wor k site. The Training Manager will : 1. Identify AED’S and their respec tive locations within the fac ilities under their coordination. 2. Check for supplies and necessary accessories. 3. Perform regular equipment test ing as prescribed in the AED o perating manual. Testing shall apply to A ED’S assigned to department fac ilities. Page 2 of 3 26/08 (NEW 2/05) 4. Complete necessary reporting forms and forward to the Depart ment Coordinator. II. Report Writing Requirements A. The use of an AED by any Sheri ff’s Department employee shall be documented on a Sheriff’s Casualty Report. 1. The casualty report will provi de a narrative of the circumst ances leading to the deployment and use of the AED. The report will also provide the following information: a) Notation indica ting use of an AED. b) The number of times a n external defibrillation was attempted . c) Whether the pulse was restored. 2. A copy of the completed casualty report will be forwarded to the Sheriff’s Department Coordinator at the In-Service Training Off ice. 3. The Training Manager will update the mont hly use report, per form a unit test of the AED, and note the AED was tested due to use. 4. The Training Manager shall se cure the department AED for tes ting and servicing according to the manufacturers guidelines. B. Any person, not employed by the Sacramento County Sheriff’s Department, or non-sworn personnel who deploys and uses a Depar tment AED in an attempt to provide em ergency medical assistance, shal l contact a responding officer and request t hat a Sheriff’s casualty repo rt be completed. The supervisor respons ible for the incident shall e nsure that a casualty report is completed . The Training Manager shall ensur e that the AED is tested and serviced accord ing to the manufacturer’s guid elines. III. Certification for Use of t he Automated External Defibrilla tor Any employee of the Sacramento C ounty Sheriff’s Department havi ng been trained in the use of the Automati c External Defibrillator, and currently certified in its use and operation, may when deemed necessary for the preser vation of life, utilize an AED and make every att empt to aid in the defibrillat ion of a person in cardiac arrest. A. The training guidelines shall comply with the standards set forth through the California Code of Regulation s Title 22, and the Social Sec urity Division 9 Prehospital Emergency Medical Services Chapter 1.8 T raining Standards and Utilizati on for Use of the Automated External Def ibrillator by Non-Licensed or Non- Certified Personnel. Sworn personnel shall complete an AED certified training cou rse meeting the requirements outli ned in the Public Safety Automatic Extern al Defibrillation Skill Guideline (County Policy 8823.01). 1. The completion of the Sheri ff’s Department In-Service First Aid and Cardiopulmonary Resuscitation /AED training course shall co mply with the County EMS requirement.
