Contract and Regional Services Page 1 of 4 214/01 (Rev 6/14) Airport Bureau Use of Temporary Lock-Up Room The purpose of this Order is to e stablish guidelines for using the Airport Bureau’s temporary lock-up room. I. General A. The temporary lock-up room is located in the Sheriff’s Airpo rt Bureau’s office in the lower level of t he Airport Operations Building. B. The Airport Bureau’s temporary lock-up room is available to temporarily hold prisoners or a rrestees for the following reasons: 1. Detention of arrestees during preparation of booking paperwo rk. 2. Detention of arrestees await ing transportation to jail. 3. Detention of arrestees duri ng criminal investigations. 4. Detention of outsi de-agency prisoners awaiting a flight or o ther transportation. 5. Detention of delinquent juven iles 14 years of age or older, and detained under Welfare and Instit utions Code (WIC) 602 only. Juveniles shall not be held for more than six hours. C. Persons with any of the following circumstances or condition s shall not be placed in the temporary lock-up room: 1. Unconscious or incoherent; 2. Obvious injuries or serious illness; 3. Need of life sustaining m edications or appliances; 4. In convulsions; 5. Suspected of swallowing objects; 6. Infected with communicable or contagious disease (i.e. tuberculosis); Contract and Regional Services Page 2 of 4 214/01 (Rev 6/14) Airport Bureau 7. Violent behavior; 8. Juveniles who fall under WIC 601 and WIC 300 shall not be pl aced in the temporary lock-up room. II. Procedure A. Officers shall search the det ainee for weapons and/or contra band prior to placement in the temp orary lock-up room. B. If under arrest the subject mus t remain handcuffed at all ti mes, including while escorted to and from the te mporary lock-up room and while in the room. C. Officers shall make a physica l and visual inspection of the temporary lock-up room prior to plac ing the detainee inside. D. Prior to leaving the temporar y lock-up room officers shall s earch the temporary lock-up room for any e vidence and/or contraband conce aled by the detainee. E. Officers shall notify a supervisor or Office r of the Day upon placing a detainee in the tempor ary lock-up room. F. Whenever reasonable t he detainee shall be transported to a c ustodial facility or released from tempor ary custody as soon as feasible /practical. G. Officers will document the use of the temporary lock-up room in the room’s log book. In addition to the time and date, the prisoner’s nam e, date of birth and XREF number, the follo wing shall also be logged in t he temporary lock-up room log: 1. Direct visual observations of the prisoner at least every 15 minutes. 2. Date and time of observation along with officer’s name and b adge number. 3. Time prisoner was removed fr om the temporar y lock-up room. 4. An airport supervisor shall co nduct a direct visual observat ion of the prisoner at least once every two hours. H. Any time a delinquent minor ( WIC 602) is held in the tempora ry lock-up room; a monthly report shall be co mpleted and submitted to the Board of State Community Corrections. (S ee section V of this order) Contract and Regional Services Page 3 of 4 214/01 (Rev 6/14) Airport Bureau III. Services for Prisoners Held in Temporary Lock-up A. Officers will make reasonable accommodations to provide pris oners access to a restroom facility. 1. Officers shall escort the det ainee to the restroom, and back into the temporary lock-up room. 2. The officer shall do a visual a nd physical search of the res troom prior to its use by the detai nee. After the detainee has finis hed using the restroom, the restr oom shall be searched again for an y evidence or contraband. IV. Use of the Temporary Lo ck-up for Outside Agencies A. The Airport Bureau’s temporar y lock-up room, when available, may be used by outside agencies for the te mporary holding of their pri soner(s). 1. The Airport Bureau is not a Sher iff’s receiving facility, an d officers will not accept custody, temporar y or otherwise, of any outside agency’s prisoner. 2. No prisoner will be left unatt ended in the temporary lock-up room for any period of time. 3. It will be the responsibilit y of the allied agency personnel to monitor their prisoner while in the Air port Division temporary lock-up room. 4. The temporary lock-up room log book shall be used to documen t prisoner(s) placement in the room . The log entry should includ e: a. Date and time. b. Prisoner’s name, date o f birth and XREF number. c. Agency name, escorting offi cer(s) name and badge number. d. Time prisoner was removed from the temporary lock-up room. e. Any notable circumstances wh ich occur while the prisoner is in the holding room. V. Reporting A. The annual “Survey of Law Enf orcement Facilities” must be
