Contract and Regional Services Page 1 of 5 208/01 (2/15) Airport Bureau Aircraft Alerts The purpose of this Order is to e stablish procedures in the eve nt of an aircraft alert notification on or in the immediate vicinity of the airport. I. General A. Alert One (1): An event where an aircraft is kn own or suspected to have an ope rational defect that should not normally i mpact the ability for the plan e to land safely. B. Alert Two (2): An event where an aircraft is kn own or suspected to have an ope rational defect that affects normal fligh t operations to the extent ther e is danger of an accident. C. Alert Three (3): An event where an aircraft inc ident/accident has occurred on, o r in close proximity to the airport. 1. An aircraft accident is defi ned as: An occurrence associate d with the operation of an aircraft which takes place between the time any person boards the aircraft with t he intention of flight and all such persons have disembarked, and in which any person suffers death or serious injury, or in which the aircraft receives substantia l damage. 2. For response purposes, “on airp ort property” is defined as t he Airport Operations Area (AOA). II. Policy A. During an aircraft alert ev ent, the Airport Bureau will take the necessary steps to maintain the security of the airport, the event/accide nt scene, and establish traffic and cr owd control measures. Contract and Regional Services Page 2 of 5 208/01 (2/15) Airport Bureau B. During an alert event, SSD Air port Bureau personnel are gene rally responsible for: 1. Assistance to Airport Rescue Fire Fighters (ARFF) as necessary/requested, with rescue, first aid, and evacuation. 2. Scene/facility security, acce ss control, and preservation of evidence. C. Primary response, resources, and mutual aid coordination to areas beyond proximity to the airport are typi cally the responsibility of SS D North Division, Sacramento Police Depa rtment, Yolo County Sheriff’s Department, and /or Sutter Count y Sheriff’s Department. III. Procedure A. Alert One (1) Airport Division Personnel a re not required to respond. B. Alert Two (2) Non-priority calls for servic e will be held unt il the alert is terminated. 1. Deputy Responsibilities a. Available Deputies will stage on or near t he AOA to respond as necessary. 2. Supervisor Responsibilities a. As soon as practical notif y the Airport Communications Center you are aware of the al ert and monitoring the event. b. Determine the aircraft type, number of persons on board, and the estimated time of arrival. c. Respond/stage on the AOA and standby until the alert is terminated. C. Alert Three (3) – on Airport Property 1. Non-priority calls for serv ice will be held until the alert is terminated. 2. The Airport Bureau will take t he necessary steps to maintain security of the airport and estab lish traffic and crowd control measures. Contract and Regional Services Page 3 of 5 208/01 (2/15) Airport Bureau 3. Airport Operations shall notify the National Transportation Safety Board (NTSB). 4. Deputy Responsibilities a. Unless otherwise directed by a supervisor, all available Airport Bureau Deputies not assigned to fixed Concourse positions will respond and st age on the AOA north of the Operations building. 5. Supervisor Responsibilities a. Determine aircraft type and number of persons on board. b. Notify and update the Airport Bureau Commander. c. Notify SSD main dispatch and make an initial request for Field Services assistance, as necessary. d. Respond to ARFF/Sacrament o City Fire Incident Command Post (ICP) and make a prelimin ary determination of the type and amount of law enforce ment assistance needed. e. Coordinate the initial depl oyment of responding personnel until such time as the Airpor t Bureau Commander arrives at the ICP or Airport Department Operation Center (DOC). f. Support implementation o f Unified Command using NIMS/SEMS protocols. 6. Bureau Commander R esponsibilities a. Respond to ARFF/Sacrament o City Fire Incident Command Post (ICP) or the DO C as appropriate. b. Coordinate the request and deployment of responding personnel. D. Alert Three (3) – Pr oximity to the Airport 1. Hold non-priority calls for service until the alert is termi nated or it is determined the incident does not i mmediately effect routine air port operations. 2. Airport Operations shall notify t he National Transportation Saf ety Board (NTSB). Contract and Regional Services Page 4 of 5 208/01 (2/15) Airport Bureau 3. For response purposes, “proxim ity to the airport” excludes t he AOA, and is defined as an appr oximate three (3) mile radius from the airport air traffic control to wer, generally bordered by: a. Riego Road to the north. b. Highway 99/70 to the east. c. Sacramento River to the west. d. Garden Highway to the south. 4. Deputy Responsibilities a.
