Traffic Control and Enforcement The purpose of this Order is to e stablish the traffic control a nd enforcement responsibilities for deputies assi gned to the Sheriff’s Airport Bureau. I. Policy: A. The control of vehicle traffi c is necessary to prevent traff ic congestion in front of the airline terminals . Traffic control in front of th e terminals is primarily the responsibility of t he airport’s Traffic Enforceme nt Officers (TEO’s). However, the MOU with the airport states we will prov ide 24/7 support to the airport’s Traffic Enforcement Officers. The She riff’s Airport Bureau may be requested to assis t the TEO’s during periods of h eavy traffic periods. II. Responsibilities: A. When assigned to traffic control duties, deputies shall remain visible and available for citizen contac ts and traffic enforcement. B. Deputies will not allow vehicl es to remain parked at the cur bs when passengers are not actively loading or unloading. C. Deputies will consi der extenuating circum stances that may ar ise at the curbs, such as, handicapped indivi duals, excessive luggage or a ny other circumstance that may require a v ehicle to remain curbside for a time in excess of “normal”. D. In instances where a vehicl e is left unattended or the drive r of a vehicle refuses to move from the curb, d eputies shall take appropriate law enforcement actions to rectify the problem (i.e., issue a traff ic citation and/or tow the vehicle). Deputies should never stand in front of the violator’s vehicle when issuing a citation. E. Deputies shall try to maintai n an efficient traffic flow whi le engaged in traffic control duties in fron t of the terminals . At times, de puties may be required to physically direct t he flow of vehicles and pedestri ans to ensure the safety of all persons. Offi cers will use their discretion in issuing cita tions for traffic related offen ses. When an offender is stopped for a potentia l DUI offense, CHP will be re quested, if available, to conduct field sobrie ty and effect the arrest. If CHP is not available, officers will make t he arrest and transport to the M ain Jail for further sobriety testing and booking if appropriate.
