Court and Security Services – Ai rport Division Page 1 of 3 201/04 (REV 04/08) ANTI-TERRORISM UNIT/ D IGNITARY PROTECTION This order outlines the general d uties and responsibilities for personnel selected for and assignment to the Airport Division Anti-Terrorism Unit. I. General A. The Airport Anti-Terrorism U nit (ATU) will function as the primary (but not the exclusive) liaison between t he Sacramento International Air port and other local, state and federal law enforcement agencies for the gathering and disseminating of terrorist threat information. B. The primary function is to encourage information sharing and to train airport law enforcement pers onnel in threat assessment, informa tion gathering and pr oper notification protocols. C. Participation in the ATU is s trictly voluntary and at the di scretion of the Division Commander. D. TLO members may be tasked wit h assisting in the development of Operational Plans dur ing VIP visits to the Sacramento Region. II. Organization A. The ATU will be un der the command of the Division Commander. B. The unit will be super vised by an Airport Division sergeant selected by the Division Commander. C. Team members of the unit will be selected from within the Ai rport Division by the unit supervisor with the c oncurrence of the Division Com mander. Unit members will be designated as TLO (Terrorism Liaison Offic er). D. Unit members, in good standing , will serve a term of one yea r, renewable at the discretion of the unit super visor with the concurrence o f the Division Commander. E. Ideally there will be at least one TLO on- duty at all times. Court and Security Services – Ai rport Division Page 2 of 3 201/04 (REV 04/08) III. Duties and Responsibilities A. Unit Supervisor (a Sheriff’s Sergeant) 1. Coordinate the operational dep loyment of unit resources in cooperation with other A irport Division watch supervisors to in sure unit objectives do not interfere with Division mission responsi bilities. 2. Provide training to unit deputies and division personnel. 3. Monitor and follow-up on unit act ivities to insure unit obje ctives are being met and that proper notific ations are being made and information is being received and disseminated to meet unit purpose. 4. Provide regular updates to Div ision management of unit activ ities and events of interest. Provide i mmediate notification on urgen t matters. 5. Maintain records and stat istics of unit activities. B. Unit Members (Deputy Sheriffs) 1. Will perform primary contact fo r “No-Fly List” calls for ser vice. Perform LEO responsibilities in accordance with Airport Operati ons Order 209/01 No-Fly List Procedures. 2. Collect and disseminate info rmation to appropriate persons a nd agencies to facilitate the shari ng of information of interest r elated to domestic threats or suspicious activities. 3. Brief airport personnel on in formation/intelligence related to airport security and/or threats to comme rcial air travel or cargo. 4. Document and forward all TL O incidents and/or information to the TLO unit supervisor. 5. Provide assistance to and coor dinate information disseminati on for other Airport Division personnel a ssigned to calls of interest. C. Dignitary Protection 1. With approval from the TLO sergeant or the Shift Sergeant and in conjunction with the Dignitaries Security detail, TLO’s assigne d to a shift should take an active rol e planning the arrivals and depa rtures of dignitaries . When available Airport canine support will be coordinated an d utilized to inspect all vehicles a ssociated with the VIP transp ortation team. 3. ARRIVALS - Escorts from Aircr afts to Curbs, assist or arrang e to pick up bags from Airlines, keep cu rbs clear for pick up vehicl es, hold traffic for pick up vehicles to leave, provide escort to f reeway. 4. DEPARTURES - Arrange check-in with airlines, keep curbs cle ar for drop off vehicles to arrive , escort to TSA check point, hav e TSA open extra lane if possible, stand by with VIP (as needed) unti l aircraft arrives.
