Airport Bureau
Duties, Responsibilities, Genera l Patrol and Dignity Escorts
This Order outlines general dutie s, responsibilities, patrol pr ocedures for Airport Division
officers and defines the Airpor t Division’s geographical respon sibility.
I. General
A. The Sheriff's Airport Bureau , under the command of a Sheriff 's Lieutenant,
is responsible for the safety and security of the traveling pub lic, tenants,
airport staff and facilities of t he Sacramento International Ai rport.
B. Officers assigned to the Air port Bureau will make themselves familiar with
all applicable Sheriff's Departmen t Orders and manuals, penal a nd vehicle
codes, county ordinances pertaini ng to airport duties, and fede ral codes
and regulations governing air port and aircraft security.
C. With the exception of emergen cy events requiring immediate r esponse,
officers assigned to the Airpor t Bureau will provide services r equired to
support the Airport Security Pr ogram, 49 CFR 1542, and current TSA
Security Directives.
Assignments will be to Terminal A Concourse/Checkpoint, Termin al A
airline ticketing lobby and baggag e claim areas, Terminal B
Concourse/Checkpoint, and Terminal B airline ticketing lobby an d
baggage claim areas. Responsibi lities generally include:
1. Provision of general law enfor cement services to include uni formed
and armed law enforcement per sonnel to support each system for
screening persons and accessible property pursuant to 49 CFRs
1544 and 1546.
2. Provision of frequent patrols to provide surveillance, visua l
deterrence and response to securit y related incidents and viola tion
of law.
3. Validation of the legitima cy of credentials and badges prese nted by
armed federal, state or local la w enforcement officers, or arme d
security company employees up on presentation at the screening
checkpoint.

Airport Bureau 4. The on-duty Sergeant will request services from SSD North Pa trol
(or its successor) for both r outine and emergency calls for ser vice
when response by the SSD Airpor t Bureau would compromise TSA
regulatory compliance.
D. SSD will continue to w ork cooperatively with the Airp ort through:
1. Response to emergencies as outlined in the Airport Security
Program and the Airport Emergency Plan, including participation as
a member of the team in the D epartmental Operations Center when
activated.
2. Supporting Airport Operations in areas such as: organized
commercial ground transportation inspections; the annual holida y
traffic management operations; pro mptly sharing information
received regarding VIP or digni tary escorts; and patrolling par king
lots, terminals and other on-air port facilities during hours wh en
coverage at security che ckpoints is not required.
3. Response to medical aid calls as appropriate, recognizing TS A
regulatory compliance for law enf orcement services, as defined in
Section C above.
4. SSD Airport Bureau personnel will verify information about t he
identity of registered owners o f vehicles when requested for of ficial
business and as deemed permissibl e by law. SSD personnel will not
be involved in vehicle locati on services for customers.
II. Reporting for Work
A. All employees shall park thei r personal vehicles in the desi gnated parking
lot. An employee parking lot pass will be issued to each employ ee. This
pass is for use by the designated employee only. On-call deput y sheriffs
working at the airport should c heck with their shift supervisor to determine
where they are to park their vehicle.
B. Assigned officers will be dre ssed in the appropriate uniform and prepared
to commence duty at their sc heduled time. Officers must familia rize
themselves with the contents of the "briefing binder" at the be ginning of
each work shift.
C. No officers are to leave thei r respective shift early withou t prior approval
from the on-duty supervisor or Officer of the Day.

Airport Bureau Minimum staffing is established by the Bureau Commander based o n current
priorities and requirements out lined in the MOU with Sacramento County Airport
System.
IV. Airport Identification Badges
A. All Bureau employees are i ssued an Airport Identification Ba dge. This
badge allows access to the Aircraft Operations Area (AOA) throu gh
electronically controlled gates and allows on duty uniformed of ficers to
bypass the security checkpoints.
B. Except as noted, all on-duty em ployees will display their Ai rport
Identification Badge on the front of their outermost garment (i .e. shirt or
jacket). Officers assigned to a p lainclothes directed patrol a ssignment will
carry their Airport Identificati on Badge as directed by their s upervisor.
C. The Airport Identif ication Badge is a c ontrolled item. Offic ers shall
safeguard it against loss or thef t. Any officer losing their Ai rport
Identification Badge sh all immediately report it to the airport
communications center (tel ephone number 874- 0125 or 929-5000). The
