Folsom Dam Security Bureau Page 1 of 3 2/18 (NEW 10/19) OPERATIONS ORDER Post 1 Procedures Access Control The purpose of this order is to outline the procedures to be fo llowed by Sacramento Sheriff’s Personnel when operating Post 1 at the Folsom Dam Security Bureau (FDSB). I. Policy Statement Post 1 is a fixed post responsible for admitting authorized emp loyees, visitors, contractors, and deliveries to t he secured areas of the Central California Area Office (CCAO) and surrounding facilit ies (Access Control). Post 1 personnel are also respons ible for maintaining and issui ng the Central Valley Office (CVO) and Back-up Contro l Center (BCC) keysets. Post 1 shall be manned by a unifo rmed Sheriff’s Security Office r, Deputy Sheriff, or sworn supervisor. Post 1 personnel are the first line of contact with the public upon entering the facility and will be called upon to answer gen eral questions, give direction s, and other assistance as needed. Keeping in mind that FD SB is a contract service wit h the Bureau of Reclamation (BOR), a high level of “customer service” is expect ed. Professionalism and courteousness shoul d be displayed at all times in accordanc e with General Order 3/09. Personnel shall make detailed entries of r elevant events in the Post 1 Mobile Data Terminal (MDT). II. Shift Duties A. Ensure the perimet er gate is open and the road closure items are removed before opening Post 1 B. Obtain pass-along information if relieving another officer. C. Import the visitors list from CCAO Administration Office int o the computer badging system and confirm i t is the current list. D. Prepare the visitor badges o f the appropriate random color a nd number for the day. E. Inventory the fr equent delivery badges. Folsom Dam Security Bureau Page 2 of 3 2/18 (NEW 10/19) F. Ensure the Post 1 keyset is accounted for. G. Ensure the CVO/BCC keysets are accounted for. H. Check the camera monitors to ensure they are working and adj usted appropriately. I. Confirm the current list of approved CCAO vehicles for top o f the dam access (blue/yellow stickers) is present. J. Note in the Post 1 MDT when t he incoming officer took contro l of the post and who was relieved. K. Inventory post equipment (i.e. binoculars, first aid kit, AE D) to make sure they are present and in good condition. L. Conduct a security awar eness scan of the area. M. Conduct an initial scan of all areas covered by the various surveillance systems and camera installations . Note the presence of any susp icious persons or objects. Also note any unusual conditions and attemp t to reconcile them with pass-along in formation, briefing items or M DT entries. N. Before closing Post 1 at t he end of the shift, ensure the ro ad closure items are set back out and the per imeter gate is closed. III. Issuing Visito r and Delivery Badges A. Obtain valid photo identifica tion (state driver’s license, D epartment of Interior ID, passport, or other f ederal government issued ID). B. Verify the person attempting to get a badge is on the visito rs list in the computer badging system, or curr ent Excel document, as necessar y. C. Note the visitor’s ID info rmation and telephone number in th e computer badging system before issuing a badge. D. If the person attempting to get a badge is not on the visito rs list, advise the person trying to enter they will need to contact their BOR cont act and have access verified by BOR staff authorized to add to the visit lis t. A list of persons authorized to grant admi ssion to the facility is on the computer badging system. A copy of the list s hould be posted above the c omputer in POST 1. IV. Federal Employee Access Policy: A. CCAO personnel issued a CCAO and PIV card who fail to provid e at least one of the two authoriz ed credentials will no t be allowed into the facility without approval of Bureau of Rec lamation (BOR) staff authorize d to add to the visit list. B. On-site personnel or other CCAO credentialed employee must r eceive a daily visitor badge and be direct ed to BOR admin if 1) they fai l to possess both their PIV and CCA O credentials and/or 2) Display an expire d credential. C. Expired CCAO credentials will be collected by the Post 1 Off icer and the employee will be issued a daily visitor badg e authorized by the BOR Physical Security Specialist. D. Expired PIV credent ials will be collect ed by the Post 1 Offi cer and will result in the issuance of a da ily visitor badge and referral to the BOR Folsom Dam Security Bureau Page 3 of 3 2/18 (NEW 10/19) Physical Security Specialist to make arrangements for renewal.
