Restricted Items
The purpose of this Order is to outline the standards of what i tems are allowed or
prohibited within the secure areas of the Main Jail and the Rio Cosumnes
Correctional Center (RCCC).
I. Policy Statement
The intent of this Order is to provide guidance and policy to e nsure a secure
environment for the safety and se curity of all persons within t he correctional facilities.
II. Definitions
A. Secured Areas: The secure ar ea of the Main Jail and RCCC ge nerally
include inmate occupied areas , inmate housing units, booking ar eas,
medical/psychiatric areas, cont rol rooms and any area posted wi th
signage where firearms are not allowed.
1. At the RCCC, this includes anyw here beyond the primary parki ng
lot and inside the per imeter fence. This excludes the administ ration
building, locker rooms and for those employees utilizing the
perimeter road to access the fuel pumps.
B. Unauthorized Items: Contraban d, weapons or personal items w hich are
detrimental to the safety and secu rity of staff, inmates, and t he facility.
This includes any item that is not essential and necessary to t he
performance of the employee’s dut ies or to attend to his/her he alth.
III. Cellular Telephones
A. Cellular telephones are permi tted to be used in the entire f acility for
operational purposes by Sergean ts, Lieutenants, Captains, Execu tive Staff
and designated supervisors to inc lude the professional staff cl asses.
B. Other personnel assigned to t he RCCC and the Main Jail are p ermitted to
have cellular telephones in the facilities. However, use shall be limited to
brief personal communications (e. g., inform family of extended hours or
during authorized breaks) but s uch usage should be limited as m uch as
practicable to areas out of sight and sound of the inmates and shall not be
disruptive to the work environment.

MJ/RCCC C. Cellular telephones are also permitted for members of a labo r union, or
agents working on their behalf, when they are representing an e mployee
of the facility.
IV. Unauthorized Items
A. Any person authorized to enter a custodial facility shall no t bring any
electronic device in the secure side of either facility without the approval of
the Division Commander or his/her designee.
1. Electronic devices include, but are not limited to, tablets, laptops,
DVD players, game systems , headphones, earbuds or any other
device that would otherwise affect an employee’s ability to per form
their job.
a. Portable and reasonably s ized stand-alone music devices
that do not have the ability to connect to the internet, Wi-Fi,
or data will be allowed, as l ong as they are played at a
reasonable level and do not distract employees.
B. Metal silverware and container s made of metal or glass are p ermitted in
the designated dining areas onl y. Beverages and food items in paper,
Styrofoam, or plastic container s are permitted throughout the f acility.
1. Metal thermos type beverage co ntainers are authorized but sh all be
kept in a control room or other secure area away from the inmat e
population.
C. All tobacco products to includ e, but not limited to, cigaret tes, cigars,
smokeless tobacco, electronic ci garettes, vaping equipment, alo ng with
matches and lighters are prohibit ed within the secure areas of the
facilities. The use of tobacco p roducts is covered under Gener al Order
1/17, Use of Smoking Products, Sm okeless Tobacco and Electronic
Cigarettes; and Operations Order 9/08, Smoking Ordinance.
D. Employees who enter or work i n the secure areas of the facil ity shall carry
personal items in a clear (tr ansparent) storage bag. Food item s and any
HIPPA protected items or health information that are necessary for the
employee to attend to their health do not need to be carried in a
transparent bag.
E. Employees who enter or work i n the secured areas of the faci lity are
permitted to bring one personal s ized ice chest or lunch bag, w hich is
designed primarily for food st orage and does not exceed 2000 cu bic
inches in size.
F. Employees working a medica l transport shall not bring any pe rsonal
electronic device with them wh ile transporting or sitting with an inmate at a
hospital or other appointment.

MJ/RCCC 1. Cellular telephones are permi tted but shall be used as a tel ephonic
communication device only.
G. Employees shall not bring additional clothes, including unif orms, to any
secure area of either facility . All extra clothes shall be lef t in the
employee’s locker.
H. Standardized proc edures related to the possession, transport ation,
storage, and control of weapons, to include firearms, knives, c hemical
