Security Services Division Folsom Dam Security Bureau 1 of 3 2/16 (REV 04/19) Medium Caliber Rifle For Critical Infrastructure Protection I. Purpose The purpose of this order is to establish policy and requiremen ts regarding the use of medium caliber rifles by selected personnel assigned to the Folsom Dam Security Bureau (FDSB). II. Policy A. The use of medium caliber rif les shall only be by select, qu alified personnel. Those personnel will have their assigned rifle accessible to th em throughout their shift. B. The use of medium caliber rif les shall be in accordance with Sheriff’s Office General/Operations Orders. C. The rifles shall be carried wit h the chamber empty, bolt clo sed, safety on, with a loaded magazine inserted into the magazine well. D. Personnel shall adv ise a supervisor, as soon as possible, up on any deployment of the medi um caliber rifle. III. Care, Modification, Maintenance, and Storage A. All rifle equipment and amm unition shall be issued by the Sh eriff’s Office. B. No modifications to the medium caliber rifle s are authorized without Rangemaster approval. C. Officers shall maintain their medium caliber rifles pursuant to their training. Modifications and repairs shall be completed by Range Staff. D. The medium caliber rifles , to include magazines, shall be ma intained in a clean and serviceable condition. They shall be field stripped, cleaned and lubricated at a minimum on a quar terly basis. Any disassembly r equired beyond field stripping shall be conducted by Range Staff. E. The individual medium caliber rifles shall be properly store d at all times in accordance with G.O. 2/ 01 (Authorized Firearms and Ammunition). Selection Personnel interested in participat ing in the medium caliber rif le program must be assigned to FDSB and by recommendat ion of FDSB supervisory staf f based on work performance and displayed m aturity. Personnel who desire to utilize medium caliber rifles shall fi rst be part of the FDSB Precision Rifle Team and show a high proficiency level wit h the existing 5.56mm rifle. A cadre selected by, or including, the Rangemaster will review interested personnel along with their immediate supervisors to determi ne the suitability of the selec tion. V. Training A. Upon selection, officers shall successfully complete an appr oved Precision Rifle/Defensive Marksm anship course which includes, but is not limited to, liability aspects and weapon prof iciency with the authorized fi rearm as prescribed by the Rangemaster. S elected personnel shall mainta in a prescribed level of proficien cy through continued training to r etain their position on the medium ca liber rifle program. B. FDSB personnel assig ned a medium caliber r ifle will particip ate in a minimum of four training sessions per y ear taught by personnel selected by the Rangemaster. These training sessi ons will cover Extreme Angle shooting and long-range engagement shooting, both of which are environme nts unique to the Bureau of Reclamation (B OR) property where FDSB are assi gned. C. In addition, all personnel assi gned a rifle will attend the Sheriff’s Office approved 10 hour Rifle Refres her course every two years. VI. Qualification A. Qualifications for medium ca liber rifles will be conducted b y the Rangemaster or his/her designee. B. The Rangemaster will establish the minimum qualifying score for the course of fire. C. Qualifications for medium ca liber rifles shall be conducted, at minimum, four times per year. A minimum qualif ying score must be attained on four annual qualifications to retai n a position on the m edium caliber rifle program. FDSB shall maintain current records of all medium caliber rifle qualificat ions in addition to the Sheriff’s Office range records. VII. Removal from Medium C aliber Rifle Program Failure to adhere to this operatio ns order in any regard will b e basis for immediate removal from the m edium caliber rifle program.
