Correctional Services Page 1 of 2 2/16 (New 6/13) MJ OPERATIONS ORDER Garage Sally Port The purpose of this Order is to standardize procedures for acce ssing the Main Jail garage sally port for the purposes of booking or transporting p risoners . I. Policy The Main Jail is a secure custodial facility where the ability to enter and access certain areas shall be restricted to indivi duals having legitimate busi ness-related reasons for entry into the facility. The gar age sally port is a temporaril y securable area for the movement of prisoners to and from transport vehicles, e.g., pat rol cars, transport vans, buses, ambulances and fire department vehicles. Vehicle entry into the garage sa lly port is governed by Correct ional Services Operations Order 2/07, Access to Facilities. II. Central Control st aff shall monitor ac tivity in the garage sally port through direct visual observation in combinatio n with closed circuit video mon itors to maintain officer safety and facility security. A. Except as necessitated by eme rgency, at the di rection of a s ergeant or due to circumstances described in Section VI below, both garage roll-up doors shall not be open at the same time. B. Prior to entering the garage sally port via the west roll-up garage door with a prisoner, Central Co ntrol staff shall i dentify every unit via intercom and video monitor, having the unit i dentify themselves, their agenc y and number of prisoners they will be booking or other reason for en try. This identification shall be complet ed prior to Central Control open ing the west roll-up garage door. III. Because the Central Cont rol Sally Port allows access to th e garage, those sally ports doors shall be operated in a manner s imilar to the garage sally port doors. A. Except as necessitated by eme rgency, at the di rection of a s ergeant or to facilitate movement of a large number of prisoners to transport ing vehicles in the garage, both Central Cont rol Sally Port doors shall not be open at the same time. 1. In the event that a large num ber of prisoners must be moved from the Central Control lobby to the garage, both Central Control S ally Correctional Services Page 2 of 2 2/16 (New 6/13) MJ Port doors may be open at the same time. In this event, both garage sally port doors s hall remain closed. IV. Throughout the course of daily activity, several transport vehicles may need to enter or exit the garage sally port in a relatively short perio d, overlapping with prisoner movement from vehicles to the arrest report room. A. Central Control st aff shall carefully m onitor and manage all activity and movement in the garage sally por t. Management of movement incl udes the use and timing of opening and cl osing the roll-up doors. Examp les of closed door operations (both gar age roll-up doors to remain clo sed) are: 1. When officers are loading or unloading the RCCC bus or the c ourt transport van. This also applies when any agency is loading or unloading three or more prisoners. 2. When SSD or outside agency pr isoner transport vans staffed w ith a solo officer are unloading thr ee or more prisoners, the roll-up doors shall remain closed. a. Central Control may make a r adio broadcast to Main Jail depu ties that a transport van with more th an three prisoners is unloadin g. If deputies are available, they sha ll respond to assist escorting the prisoners into the arrest report room. 3. Under no circumstances may either garage door be open if bot h Central Control Sally P ort slider doors are open. V. Garage sally port ro ll-up doors shall remain closed upon arr ival of a combative prisoner (or prisoner who becomes combative upon arrival) until the prisoner is safely escorted into the arrest report room. The roll-ups may b e opened at the direction of a sergeant or designee. A. Transport groups (Courts, RCCC , ICE, DUSM, etc.) needing to leave the Central Control lobby will be held in the l obby until the comba tive prisoner is safely escorted into the arrest report room. VI. Maintenance issues in the garage sally port may require tha t one roll-up door remain open for long periods o f time. Central Control staff wi ll notify a sergeant who will in turn assi gn one or more armed officers to stand by at the open door to monitor and control acce ss to the garage sally port.
