Folsom Dam Security Bureau Page 1 of 4 2/15 (Revised 03/19) OPERATIONS ORDER Folsom Dam Security Bureau Vehicle Inspections The purpose of this order is to outline the procedures to be fo llowed by Sacramento Sheriff’s Personnel when conducti ng random vehicle inspections at the Folsom Dam. I. Policy A. The Folsom Dam Security Bur eau (FDSB) provides security and law enforcement services to the Feder al Bureau of Reclamation (BOR) at Folsom Dam. The Folsom Dam has been deemed a National Critical Infrastructure which requires a significant need for law enforc ement presence to provide a visual dete rrence to terrorism and other criminal activity. B. Post 1 is a fixed post respons ible for admitting and screeni ng authorized employees, visitors, contractors , and deliveries to the secured areas of the Central California Area Office (CCAO) and surrounding facilitie s (Access Control). C. In support of Post 1 Folsom Da m Security Bureau (FDSB) perso nnel will conduct random vehicle inspection s as authorized by 43 CFR 423. 22(b). 43 CFR 423.22(b) states: “You mu st comply with any lawful order of an authorized government employee or agent for the purpose of main taining order and controlling public access and movement during law enf orcement actions and emergency or safety- related operations.” However, Reclamation retains the authorit y to take necessary actions to safeguard the security and safety of the public and such Reclamation faci lities, lands, and waterbodies. D. This directive establishes vehicle screening and inspection procedures for Sacramento Sheriff’s Personnel a ssigned to Folsom Dam. The Pos t 1 checkpoint is operational during the course of business hours. All Sheriff’s personnel will perform their duties in an effort to control veh icle access to Folsom Dam at the Post 1 check point, thus preventing unauthoriz ed vehicles and items from entering Folsom Dam or its associated f acilities. Folsom Dam Security Bureau Page 2 of 4 2/15 (Revised 03/19) II. Vehicle Inspection Procedure: A. All vehicle inspections are v oluntary; however, anyone refus ing to have their vehicle inspected will be denied entry to Bureau of Recla mation property. This does not preclude individuals from parking else where and entering the premises on foot i f they are authorized to be on t he property. B. Advise BOR Safety and Securi ty Officer of the date and times of the inspections. C. Identify the random inspection sequence (every third car, ev ery sixth car, etc.) for the day. D. Inspections will be conducted by uniformed Sheriff’s Departm ent personnel to include certified EO D K9s, Deputy Sheriffs and She riff’s Department Security Officers. 1. A Minimum of two officers will conduct the inspections. a. EOD K9/Inspection Officer-sworn/non-sworn b. Vehicle Inspection Cover Of ficer/Recorder –sworn/non- sworn E. Inspections will be conduct ed at the predesignated area near Post 1. 1. When conducting an inspection , Law Enforcement will do so i n a professional and courteous manner , careful to maintain the dign ity and respect of person(s) involv ed in the vehicle inspection. R efer all noncompliant visitors to y our immediate supervisor. Office rs must allow the vehicle operat or or occupant to open any compartments for inspection. F ailure to do so can result in damaged property/risk claims agai nst you and the department. I f unauthorized items are found during the inspection the Officers will hold the vehicle and its occ upants and notify the Folsom Dam Security Control Center (SCC). 2. If the occupants of the vehi cle disclose the possession of weapons they will be denied entry and inst ructed to leave Reclamation property absent probable cause to detain the occupants and vehicle; the Officer will also contact the shift supervisor. I f weapons and/or unauthorized item s are not disclosed and are discovered during the vehicle inspection , the Officer will contact the shi ft supervisor. FDSB will conduct t he appropriate investigation. 3. Officers will hold vehicles at the inspection area and not ify the shift supervisor for the following reasons:  Driver/Passenger in the possession of visible alcohol/controlled substance. Folsom Dam Security Bureau Page 3 of 4 2/15 (Revised 03/19)  Driver/Passenger appears to be acting impaired or under the influence of alcohol/controlled substance.  Child under the age of 8 years old or 80 pounds, not properly restrained.  Driver/Passenger has a danger ous, suspicious item or explosive device. If a device is identified, leave it in the vehicle or on the person. D o not handle, possess, and/or manipulate the device.  Driver/Passenger is in possessi on of any firearm or other dangerous weapon. 4. BOR and Sheriff’s Department e mployees in their personal ve hicles are not exempt from random v ehicle inspections. III. Documentation A. Officers shall complete the appropriate
