Correctional Services P age 1 of 3 2/13 (REV 4/14) MJ/RCCC OPERATIONS ORDER Inter-Facility Transfers / Court Appearances The purpose of this Order is to standardize the procedures for inter-facility transfers and inter-facility court appearances between the Main Jail and the Rio Cosumnes Correctional Center (RCCC). The time lines listed in this Order are for guidance purposes only and may be adjusted according to operational need s. I. Transfer List A. Main Jail Classification sta ff should complete the RCCC faci lity transfer (FATRN) list by midnight . B. RCCC booking sta ff should pull the FATRN list after midnight and notify RCCC night shift Classification staff. 1. RCCC Classification staff will complete the list by 0300 hours , including any cancelled movements. 2. RCCC day shift staff will pull the initial FATRN list the ni ght before, house transfers in the system pri or to end of watch, prepare an available bed list, and forward the list to the Classification Box in RCCC Booking. C. Custody staff assigned to the Ma in Jail inmate worker housin g unit should complete hires by 0300 hours and cancel movements accordingly. D. RCCC booking sta ff should pull the completed FATRN list at 0300 hours from the Classification Box, and fax copies of the list to Main Jail medical staff (4-2098), Main Jail booking staff (4 -7656), and Main Jail property staff (3-4501). E. Main Jail medical staff shoul d prepare the transfer medical files according to the faxed transfer list. Medica l files may be placed on bus es running approximately every two (2) to three (3) hours. F. Custody staff assigned to work property duties at the Main J ail should pull the Property and Clothing Reco rds (PCR’s) and property for tran sfers according to the faxed transfer list. Correctional Services P age 2 of 3 2/13 (REV 4/14) MJ/RCCC II. RCCC Bus Crews A. Bus Crew #1 generally begins their shift at 0500 hours and departs RCCC at approximately 0530 hours. Bus Crew #1 generally arrives at the Main Jail at approximately 0600 hours . 1. RCCC booking staff will verify releases and which prisoners will go on Bus #1. Releases from RCCC without their own transportation arrangements will be transported to the Main Jail. Taxi servic e is generally not provided. 2. Releases from RCCC will be pr ocessed within the MJ Central Control lobby. Bus Crew #1 will coordinate with MJ Central Con trol in securing the Central Contro l Lobby and processing the group of released prisoners. Once the rel ease process is completed the prisoners will be directed out through the Front Lobby. B. Bus Crew #2 generally begins their shift at 0600 hours and transports morning courts. Priority trans portation is given to Municipal and Superior Court appearances prisoners and p riority transfers (Federal, Im migration, law enforcement interviews, etc .). Arrival time at the Main Ja il is approximately 0715 hours . 1. RCCC prisoners with court appearances generally will not gat her his/her cell/tank property as it is anticipated he/she will ret urn to RCCC upon completion o f the court appearance. C. RCCC Bus Crews wil l coordinate with Court Transportation for exchange of prisoners in the Main Jail garage. D. After transporting the first g roup of prisoners to court, Bu s Crew #1 will transport FATRNS to RCCC, focu sing on taking the general popula tion transfer prisoners. Departure fro m the Main Jail is approximat ely 0700 hours . The prisoner files and paperwork bound for RCCC should transfer on the same trip as the transfe r prisoners. RCCC laundry servi ces will be notified of the arriving transfers. E. Bus Crew #2 will transport FAT RNS to RCCC, focusing on takin g the remaining general population tr ansfer prisoners and prisoners w ho need to be separated from the general population. The mail for 711 G Street will be collected and delivered al ong with the Main Jail shoesh ine worker. F. Upon returning to RCCC, Bus C rew #1 will transport remaining prisoners with court appearances and assist with processing FATRNS as nee ded. 1. The bus crews will coordinat e with Court Transportation for court returns at approximately 1130 hours and will transport afternoon court appearances from RCCC. Arrival at t he Main Jail is approximate ly 1230 hours . H. Bus crews will coordinate wit h Court Transportation for cour t returns at approximately 1500 hours and again at approximately 1700 hours . Any prisoners remaining in court o r at the Main Jail after 1700 hours will be housed at the Main Jail overnigh t and transferred the next day. I. In the event it becomes necessary to temporarily place priso ners in holding cells at the Main Jail , transportation officers shall c oordinate with the Sworn Booking Sergeant or in his/her
