Page 1 of 4 2/09 (REV 3/19) Purchase, Issuance and Inventory Control of Departmentally Owne d Firearms The purpose of this General Order is to establish policy and pr ocedure governing the purchase, issuance and inventory control of all departmentally owned firearms. I. General To ensure consistency relati ve to issuance procedures and prope r inventory control, all departmentally owned firearms will be assigned to the Professional Standards Division’s Range Unit . Additionally, all firearm pur chases will be made by the Range Unit through the normal budget process. A. Divisions requiring new or r eplacement firearms will forward completed Requests to Purchase (Form 7400- 009) to the Range Unit justifyi ng the purchase(s) for inclusion within the Professional Standards Div ision budget request during the yearly budget cycle. The Request to P urchase form requires Chief approval. 1. The Range Unit will submit t he requests as part of the budge t package for approval. 2. For firearms not purchased as part of the budget cycle, the Division Budget Coordinator will submit a copy of the approved Request t o Purchase to the Fixed Asset M anager in the Fiscal Unit. 3. The Fixed Asset Manager in Fisc al will verify sufficient fun ds are available to complete the purc hase and create a fixed asset rec ord in Compass for each firearm being purchased. 4. The Division Budget C oordinator will creat e a requisition in Compass for the purchase per C ompass guidelines. The item must be designated as a fixed asset in Compass and reference the ass et number assigned to each firearm. 5. The Division Budget C oordinator will cont act the Fixed Asset Manager in Fiscal to release t he requisition in Compass. Page 2 of 4 2/09 (REV 3/19) 6. Once the firearms are rec eived by the Range Unit, the Range Unit will send a list of the serial num bers for each firearm to the Fixed Asset Manager in Fiscal. 7. The Fixed Asset Manager in Fisc al will ensure the firearms a re registered with the D epartment of Justice, B. Issuance to divisions shall be accomplished in the followin g manner: 1. Any division requiring firea rms for daily operation may have these firearms issued on a semi-permanent basis pursuant to the request of the division commander . The Range shall have the responsibility for issuance and return as required. 2. Divisions desiring firearms for special operations will be issued f i r e a r m s a s r equired from the Range for t he expected duration of t h e operation pursuant to the reques t of the division commander or, i n a n e m e r gency, his/her designee. The di vision is responsible for t h e p r o m p t r e t u r n o f t h e f i r e a rm(s) at the conclusion of the operation. C. Issuance of firearms to indi vidual officers shall be accomp lished in the following manner: 1. Each officer is authorized one departmentally issued firea rm as an i t e m o f s a f e t y equipment. Additional firearms will not be issued to an officer, absent an offici al request from the requesting o fficer’s d i v i s i o n c o m m ander stating the need for t he firearm. The requests will be evaluated on an individual basis by the commander of the P r o f e s s i o n a l S t andards Division and approv ed or, if denied, s h a l l b e f o r w a r ded to the Undersheriff for decision. 2. Those individuals receiving special issue firearms are res ponsible f o r t h e p r o m p t r e t u r n o f the firearm as soon as p ractical after the need for the firea rm is satisfied. 3. No firearm shall be taken from the Range for any purpose a bsent t h e o f f i c i a l i s s uance of that firearm includ ing the signature of the person having responsibility for the firearm. D. It shall be the responsibilit y of the affected division com manders to ensure that members of special details, such as S.E.D., who are issu ed special firearms as part of their assi gnment, return the firearm(s) t o the Range upon reassignment. II. Property Bureau Firearm Acquisition Page 3 of 4 2/09 (REV 3/19) A. Issuance of firearms from the Property Bureau to divisions shall be accomplished in the following manner: 1.
