Major Crimes Bureau
The purpose of this Order is to outline the duties and responsi bilities of the Major
Crimes Bureau. I. Chain of Command
A. The Centralized Investigati ons Division Commander shall be r esponsible
for the complete and proper dis position of all duties assigned to Major
Crimes Bureau personnel and the inspection of personnel and equ ipment.
The Division Commander is respons ible for reviewing and updatin g all
bureau orders and initia ting new orders as necessary; monitorin g the work
of supervisors which includes r eviewing the progress and final disposition
of major crimes investigations ; providing direction and assista nce as
necessary; and ensuring accurate s tatistics are maintained. Th e Division
Commander shall oversee the fu nctions of the bureau to ensure
adherence to all Department, Div ision and Bureau mandates.
B. The Bureau Sergeant reports directly to the Division Command er and is
responsible for supervising and dire cting field officers. The s ergeant will
assist and provide guidance on locating and apprehending known subjects
with probable cause or w arrants involving major crimes investig ations and
other bureau duties. The sergean t is responsible for training and
evaluating subordinates and coordi nating operations or “sweeps” with
other Department/County pers onnel or allied agencies.
II. Duties and Responsibilitie s of Major Crimes Bureau
A. Locating and appr ehending persons wanted on probable cause f or the
commission of major crimes.
1. Major crimes include Part 1 Offenses, such as; criminal homi cide,
forcible rape, robbery, and aggrav ated assault, or where the cr imes
are with severity, with high notor iety, media sensitive, or ser ial in
nature.
B. To perform exigent “real time ” tracking and location of cell ular phones;
electronic and physical surveill ance; data mining into social m edia and
other public data resources; and writing search warrants or cou rt orders.

County, other states or jurisdi ctions, and initiate all extradi tion cases to
and from the State of C alifornia as they relate to Sacramento C ounty.
D. Investigate, prepare nece ssary reports, and apprehend all es capees from
local detention facilities and e scapees from other jurisdiction s who are
located or reported to be withi n the bureau’s jurisdiction.
E. Serve arrest and search warr ants for investigative bureaus.
F. Attempt apprehension of Departm ent of Military Services dese rters.
G. Aid other Department divisi ons and allied ag encies in the lo cation and
apprehension of known dangerous felons.
H. Assist in high-risk missing perso n investigations in locatin g victims.
I. To conduct undercover operat ions and collect evidence.
J. Maintain a current log of D epartment wanted person bulletins related to
major crimes investigations and ensure the distribution, postin g, and
cancellation of the bulletins.
K. Maintain telephone contact to include public inquiries, liai son with law
enforcement agencies throughout t he United States , with federal agencies
involved in international and in tra-national extradition, and a ssist bail bond
agencies relative to wanted persons.
L. Maintain statistics to ensur e the bureau is able to provide current
information to develop monthly re ports; measure the performance of the
bureau with respect to time relat ive to workload factors; and m easure the
performance of the bureau against pas t major crimes cases and c aptures.
In accordance with the managemen t control system, the Division
Commander shall be supplied with the statistical information.
M. Investigators shall be requi red to investigate and keep such records on
assigned warrant worksheets.
