Correctional Services P age 1 of 3 2/08 (REV 4/14) MJ/RCCC OPERATIONS ORDER Access to Facilities – Deli veries and Services The purpose of this Order is to standardize procedures for rece iving deliveries and services from sources outside t he Sheriff’s Department at the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. Policy Deliveries and persons ser vicing equipment within the Main Jail and RCCC will be allowed into the facility in a manner that ensures the security of the facility. Staff members assigned to receive the deliveries or supervise service personnel will be responsible for confirming the quantity and qualit y of each del ivery of service and for processing related records and receipts. II. Identification and S earch Requirements A. Delivery or service pers ons requesting entrance into the Main Jail or RCCC through any access point shall be required to present valid identification and/or additional documentatio n upon the request of staff monitoring the access point. B. The person shall be required to submit to a security screeni ng. This may include a background check, metal detector search, and a search of his/her exterior clothi ng and carried items. 1. All delivery or service vehi cles are subject to search prior to entering or exiting a facility. 2. All persons, carried items, and vehicles are subject to sear ch at any time while in a facility. C. If a temporary building pass is issued the pass shall be aff ixed to the outermost garment. It shall no t be removed while inside the fa cility. When the person’s business is complet ed the temporary pass shall be returned to front counter staff at the Main Jail or gatehouse staff at RCCC . III. Responsibilities of Staff Assigned to Access Points A. When delivery or service per sonnel request entry into a faci lity, staff shall identify all delivery or servi ce personnel and any equipment be ing brought into the facility. Service or delivery personnel needing access to the secure a rea of a facility shall be issued a visitor’s pass pursuant to Operations Order 2/07, Access to Facilities . 2. The visitor’s name, company, and type of delivery or service will be documented in a log book. B. If the delivery or service per son is in a vehicle, staff sha ll determine if it is necessary to allow vehicle entry. 1. If entry is allowed staff s hall direct the person where to p ark. 2. Vehicle clearance at the Main Jail is 13’6” and due to the limited space in the garage, vehicles pul ling multiple trailers will be denied entry. 3. If inside parking is not avail able, the delivery or service person will be instructed to park outside or to return at a later time. C. Front Counter personnel at the Main Jail and Gatehouse personnel at RCCC may accept walk-in deliveries. 1. Deliveries may arrive from se veral sources, including the U. S. Postal Service, United Parcel S ervice, FedEx or other delivery companies. a. Deliveries shall be screened with the x-ray machine or opened and visually inspected. 2. Deliveries shall be logged as they arrive. 3. Front Counter or Gatehouse per sonnel shall notify the respon sible party for special deliveries (e .g., medication, perishable item s) and log the time and name o f the party notified. D. Staff controlling the affected access point shall notify the person responsible for receiving the de livery or service when the deli very or service person has arrived. E. Staff controlling the affected access point shall notify a s upervisor if a delivery/service appears sus picious or questionable. IV. Responsibilities of Staff Rec eiving any Delivery or Service A. The staff member responsible for receiving the delivery or serv ice shall meet the delivery empl oyee at the access point. B. The facility Projects Officer is generally responsible for c oordinating the servicing of jail equipment and therefore is responsible for me eting the Correctional Services P age 3 of 3 2/08 (REV 4/14) MJ/RCCC delivery employee at the access point or arranging for another staff member to meet the employee. C. If the person responsible for receiving the delivery or serv ice, a designee shall escort the service person to the work area. Visitors sh all be escorted into the facility and will not be left unattended. D. The staff member responsible for receiving a delivery or ser vice shall: 1. Obtain a copy of the Contrac t Supply Order (CSO) or Delegate d Purchase Order (DPO) for the delivery. 2. Ensure the freight receipt and the original order match. 3. Ensure all items of the deliv ery are in good co ndition and a re the correct items and brands ordered. 4. Sign his/her name, identif ication/badge num ber and date on t he receipt, and retain the appropria te copies of the receipt. 5. Forward all paperwork accom panying deliveries to the fiscal office. E. If a discrepancy is noted, the staff member may refuse the d elivery. The discrepancy and/or refus al will be described on the invoice. T he receiving person and the delivery person
