Mutual Combat Crime Reports
The purpose of this Order is to establish a procedure for handling mutual combat
assault and battery crime reports or “no complaint desired” crime reports involving
participants on the Work Project Program.
I. Policy and Pr ocedure
A. If a participant at the Work Project Program becomes involved in a mutual
combat with another participant, officers shall:
1. Separate the combatants when safe to do to. Advise
supervisor and/or field coordinator.
2. Render first aid or provide medical care where applicable
(Operations Order 2/06.0).
3. Interview both combatants and determine if a crime has occurred.
4. If a crime has occurred and an involved combatant(s) wishes to file
criminal charges against the othe r involved participant, you shall
obtain a crime report number and prepare an AFR report.
5. Obtain photographs and document any visible injuries sustained.
6. A disciplinary report (PF10) shall also be completed regardless if
criminal charges are filed.
7. A supervisor shall make the final determination if combatant(s) will
be dismissed from the program and/or transferred back into
custody.
8. Submit all reports to the shift supervisor for review.
B. Should the involved participants desire that no f urther action, or “no
complaint desired” be taken, the officer shall:
1. Document in the crime report the participant’s statements regarding
the details of the altercation and their refusals to file a criminal
complaint.

2. If additional witne sses are located, list their names but take no
witness statements unless one or both combatants refuse to give a
statement.
3. Submit all reports to the shift supervisor for review .
