Correctional Services Page 1 of 10 2/07 (REV 8/16) MJ/RCCC OPERATIONS ORDER Access to Facilities The purpose of this Order is to standardize procedures for acce ssing the Main Jail and Rio Cosumnes Correctional Center (RCCC). I. Policy The Main Jail and RCCC are custodial facilities that a re considered secured facilitie s in which the ability to enter and access certain areas shall be re stricted to individuals having legitimate business-rela ted reasons for entry into eithe r facility. All points of entry into the facility shall be monitored and all persons requ esting entry shall be subjected to a screening process . Custody staff monitoring acc ess points will verify the identity of all persons and his/ her purpose for wanting access to the facility prior to allowing entry. II. Access to the Secured Area of a Facility by Division Employ ees or Persons Issued a C-Cure Ident ification Card A. General access to either facility shall be restricted to those employees assigned to the divis ion and who are on duty. 1. Anyone other than on- duty employees of the Main Jail or RCCC shall have approval from an on-dut y custody supervisor prior to entry into the secured area of a facility. 2. Exceptions include law enfor cement officers booking or trans porting prisoners. B. On-duty non-uniformed employees assigned to the division shall present their issued Sacramento County C-Cure identification card befor e entering the facility and the identificati on shall be worn/displayed in a plainly visible location. C. On-duty uniformed employees assigned to the di vision may be asked to present their Sacrament o County C-Cure ident ification card and wear/display it in a visible place. D. Off-duty employees assigned to the division shall not access the secure d side of the facility absent a va lid business reason. Off-duty employees are required to present their issued C-Cure identification card and wear/ Correctional Services Page 2 of 10 2/07 (REV 8/16) MJ/RCCC display it in a visible place . Off-duty employees shall notify an on-duty custody supervisor before accessi ng any housing unit or areas w here prisoners are present. E. Employees or volunteers w ho have been issued a Sacramento Co unty C- Cure identification card shall pr esent the card to custody staf f for inspection. 1. While in a facility, the empl oyee or volunteer shall wear/di splay his/her issued C-Cure identific ation card at all times. III. Access to the Secured Area o f a Facility by Sheriff’s Depa rtment Employees, Sacramento County Employees, or ot her Law Enforcement Agencies A. Sheriff’s Department employees , Sacramento County employees and uniformed personnel not assigned to the division must have a valid business reason for requesting entry. The employee shall present and wear in a visible place his/her C-Cure identifica tion card prior to being allowed access into the facilit y. The employee shall notify a supervisor before accessing any housing unit o r areas where pr isoners are present. B. All outside law enforcemen t agency personnel shall present t heir agency- issued identification card as r equested by custody staff. The law enforcement officer shall wear a visitor pass inside the secure d area. C. At the Main Jail , Sheriff’s Department employees, Sacramento County employees and other law enforce ment agency personnel are requir ed check in with the booking ser geant prior to access beyond the p ublic areas. D. At RCCC , Sheriff’s Department emplo yees, Sacramento County employees and other law enforce ment agency personnel are requir ed to check in with a supervisor prio r to access to any secured areas . IV. Law Enforcement Interviews A. At the Main Jail and RCCC , law enforcement officers routinely request to conduct a “law enforcement inter view” with a prisoner. General ly these interviews shall take place in confidential visit booths. Some interviews may be conducted “face to face”, but such interviews shall be c onducted only with custody supervisor approval. B. Law enforcement officers seek ing to interview an inmate shal l be directed to enter the Main Jail via the public entrance on I Street. Officers shall present their official agency phot o identification for verifica tion by Front Counter personnel. Front Counter personnel will schedule the i nterview in the Jail Inmate Management System (JIMS). The officer will be directed to the appropriate public side vi sit area to conduct the interv iew. Correctional Services Page 3 of 10 2/07 (REV 8/16) MJ/RCCC 1. Visiting officers shall secu re their firearms and other weap ons prior to entering a secure area. 2. Officers seeking a “face-to-f ace” interview shall obtain per mission from an on-duty sergeant. If appr oval is granted, the sergeant shall arrange for the interview to be scheduled in the JIMS. The vis iting officer shall surrender his/her agency identification card or o ther government-issued identification card (i.e. driver’s license) a t the Front Counter, and will be issued a visitor pass prior to entry into the secure side.
