Correctional Services Page 1 of 2 2/04.0 (Rev 4/16) Work Release OPERATIONS ORDER Care and Custody of Wor k Project Participants The purpose of this Order is to outline guidelines to ensure th at a safe working environment is established for Sher iff’s Work Project participa nts. I. General Guidelines Unsupervised or under supervise d participants may endanger Work Project participants, officers, and the public. Theref ore, the following standards w ill be followed by all officers responsible for the super vision of individuals in cust ody assigned to the Work Project Program. II. Upon Arrival at Work Site The Work Project Site Officer shall contact the civilian liaiso n upon arrival at a designated job site in order to maintain a clear understanding of the desired work requested. III. Participant Observation It is the primary responsibility of the Work Project Site Offic er to be present and highly visible while overseeing partici pants assigned to them. Office rs shall: A. Effectively communicate and di rect participants towards the completion of the work requested by the civilian liaison. B. Provide participants with adequat e breaks during their work period along with adequate break for lunch. C. Be able to recognize outward obvious signs of potential dist ress involving participants at a work site due to heat or other related factor s. D. At no time shall a site office r leave their assigned work si te while participants remain on the si te performing their duties. IV. Participant Safety It is the responsibility of each officer assigned a Work Projec t participant crew to ensure their safety. To tha t end, officers shall: Correctional Services Page 2 of 2 2/04.0 (Rev 4/16) Work Release A. Ensure participants are provided instruction in the safe and proper use of all utilized tools. B. Ensure that any necessary j ob related safety equipment is pr ovided: 1. Ear protection 2. Eye protection 3. Hard hats 4. High visibility safety vests C. Carefully monitor participant w ork crews to ensure that nece ssary safety equipment is being used correctly. D. Observe participants working with power equipment, which, by their nature, would present a clear and present danger to the inmate and others if operated improperly. 1. Mowers 2. Lawn edgers E. Prohibit participants from doi ng work which requires safety equipment that is not available. F. Prohibit any assigned work tha t, by its very nature, may pre sent a clear and present danger to an inmate. 1. Rooftop work 2. Elevated tree pruning 3. Not allow participants to oper ate potentially hazardous equi pment (i.e. chainsaws, chipper/shredders)
