Correctional Services Page 1 of 11 2/04 (REV 1/14) MJ/RCCC OPERATIONS ORDER Weapons, Tactical Weapons a nd Specialized Equipment The purpose of this Order is to standardize procedures for the storage, transportation, deployment and control of weapons, tactical weapons, special eq uipment, and firearms, within the Main Jail and Rio Cosumnes Correctional Center (RCCC). I. Policy The Main Jail and RCCC are custodial facilities that a re considered secured facilitie s where the ability to access weapons, special equipment, firearm s, and tactical weapons shall be limited to those persons qualified and authorized to u se the weapons or equipment. Tactical weapons and specialized equipment shall be stored in the armory and will be issued to sworn staff as necessary. Any custody st aff member using specialized weapons or equipment will be trained in their use a nd shall adhere to established General Orders and/or Field Service Operations Orde rs and regulations in conjunction with any Federal, S tate, and local regulations. II. General: Weapons in the Facility A. Only departmentally authorized weapons and ammunition shall be allowed in the facility. Weapons or ammunition shall not be allowed in the secured area of the facility without the direct authorization of a swor n supervisor. All weapons shall be secured before entering the secured areas. B. At the Main Jail weapons are only allowed in the vehicle sally port (garage) area, public and court lobby areas, and the administra tive area. 1. Weapons storage lockers are available in the vehicle sally p ort, public and court lobby areas, and the administrative area. C. At RCCC weapons are only allowed in the Gatehouse, employee parking lots, administrative areas, and the booking sally port area. (The tower exception is described in Section III-Subsection F of this orde r.) 1. Weapons lockers are available at the Gatehouse, Administrati ve and booking sally port areas. D. Uniformed personnel and peace officers shall have all requir ed duty equipment each day they report to work. Weapons shall be store d in an employee’s assigned locker. Assi gned staff shall not use the w eapon Correctional Services Page 2 of 11 2/04 (REV 1/14) MJ/RCCC storage lockers provided for visitors or other officers without authorization of a sworn supervisor. E. Emergency duty belts and vests are stored in a secured locke r in Central Control at the Main Jail and in the Amory at RCCC . F. Authorized custody staff are required to carry chemical irri tant canisters (Oleoresin Capsicum, O.C.) in a departmentally approved holster w i t h i n the secured areas of the facilit y. Exceptions include staff as signed to: 1. Booking Areas 2. Medical and Psychiat ric Housing Units G. Personnel who have completed Department approved training ma y be issued a conducted electrical weapon for use in their assignmen t. Officer’s shall carry their assigned weapon in a weak-side hols ter or store it in a secure area/control room. H. Personnel shall not bring other w eapons into the secured are as of the facility unless specifically authorized by a sworn supervisor. I. Sheriff’s Security Officers t hat are assigned to armed posts shall be armed with full duty belts and authorized equipment. Armed security officers shall not enter the secured area s of the facility unless specif ically directed by a sworn supervisor. J. Non-sworn personnel shall not take any weapon into the secur ed area of the facility without s pecific authorization from a sworn superv isor. Non- sworn personnel must: 1. Possess a permit in or der to carry a firearm. 2. Store authorized firearms and other weapons (tear gas, pocke t knives, etc.) in their assigned lockers in the non-secure area of the facility. Non-sworn staff shall not use the weapon lockers prov ided for visitors. K. Visiting Law enforcement officers shall secure weapons and a mmunition in their vehicle or a weapons l ocker in the facility’s non-secu re areas. L. Members of the public shall not be allowed to bring weapons into the facility. Any member of the public possessing weapons shall be instructed to remove the weapon from the facility and will not be allowed to use the weapons storage lockers. 1. Members of the public found illegally possessing weapons or contraband shall be detained and the weapon or item(s) of contraband shall be confiscated. Tactical weapons, ammunition, and specialized equipment shal l be stored in the armory and issued to qualified custody staff as necessar y. Tactical weapons with corresponding ammunition and specialized equipment may be stored in other areas only i f authorized by the division com mander. B. The armory shall be under the direction and control of a swo rn supervisor. The approval of a sworn supervisor will be obtained before entr y is allowed into the armory or any items are removed from the armor y. Only staff designated by the divi sion commander may have keys. C. Any custody staff using tactical weapons or equipment shall first be trained in their use and shall adhere to the
