Page 1 of 4 19/01 (REV 2/91) Requests for Utility Subscriber Information The purpose of this General Order is to outline procedures to b e used by officers of this department when it is necessary to obtain non-published informa tion from utility companies on subscribers within the jurisdiction of the Sacrame nto County Sheriff’s Department. I. Requirements A. Pacific Bell Telephone, Rosev ille Telephone, General Telepho ne, Citizen’s Utilities, Pacific Gas & Electr ic, and the Sacramento Municipa l Utility District will honor requests for informati on only from individuals list ed on the authorization letter subm itted by this Department. B. The Detective Division comm ander shall be responsible for th e preparation and distribution of the letter. 1. The authorization letter sent to the companies shall include the assurance that “any requests from this agency for subscriber information will be used only in the conduct of our authorized responsibilities”. 2. The letter shall be submitted at least once per year on or a bout September 1, and whenev er an individual on the letter is transf erred. 3. The letter shall include t he authorized employee’s name, ran k, badge number, title, and call ba ck telephone number. B. Under no circumstances shall me mbers of this Department obta in, release or utilize any information prov ided by a utility company for an y reason other than for official Department business. II. Authorized Designees A. Authorized designees of the Department will be selected from various divisions based on their need to obtain subscriber information for investigative, service of proce ss, service of warrants, and oth er law enforcement purposes. Citizens Utilities Telephone Company, PO Box 2218, Redding C A 96000-2218, with a copy to the El k Grove Business Office, PO Bo x 340, Elk Grove CA 95624-0340 (Note: Follow-up letters will be s ent to the Elk Grove Business Office). 4. General Telephone Co mpany, RC 2310, 1 GTE Place, Westlake CA 91362-3811. 5. Pacific Gas & Electric Com pany, PO Box 277444, Sacramento CA 95826. 6. Sacramento Municipal Utilit y District, PO Box 15830, Sacrame nto CA 95852-1830. 7. Pacific Gas & Electric Com pany, 1050 High Street, Auburn CA 95603. III. Requests for Non-Published/ Subscriber Information – To Be Made Only by Authorized Designees A. Pacific Bell 1. For routine requests for in formation on a phone number, call 1-415- 542-3686, provide the phone number (including area code) and request subscriber information. 2. If the number is designated as a non-published number, you w ill be so advised. To obtain the info rmation, you will need to obtain a court order, subpoena, or search warrant, and serve it on the local p hone company. The phone company will t hen obtain the information. 3. Emergency: Life or death sit uations – Call the San Francisc o Security Officer at 1-415-542-246 4 (24 hours a day), state that your request is of an emergency natur e and they will handle these ca lls immediately. B. Roseville Telephone Company 1. Rush and Routine Calls: Call the Business Office 916-786-11 33 or 916-786-6161, and ask for the su pervisor on duty. These calls m ust be made during normal business hours, Monday through Friday, 8:30 a.m. to 5:00 p.m. Page 3 of 4 19/01 (REV 2/91) 2. Emergency Calls: After busi ness hours emergency information may be obtained by dialing zero and asking for the Roseville operat or that will clear the request through the on-call supervisor. C. Citizens Utilitie s Telephone Company 1. Routine Calls: Subscriber inf ormation may be obtained by cal ling 916-685-7100. 2. Emergency Calls: Information may be obtained by calling the Elk Grove Business Office, 685-7007, Monday through Friday, 8:00 a. m. to 5:00 p.m. (ask for the busi ness office supervisor). After bu siness hours, contact the communications supervisor (S-1) for requests . S- 1 has an emergency call out list. D. General Telephone Company 1. Routine and priority investi gations: Subscriber information may be obtained only by a subpoena or sear ch warrant addressed to the Security Director. 2. Emergency Calls: Information may be obtained by calling 1-21 3-828- 9711, and they will clear the r equest through the supervisor on call. E. Pacific Gas & Electric Company 1. A telephone message mailbox has been established specificall y dedicated for subscriber informa tion requests. Customer informa tion will be provided Tuesday through
