Page 1 of 3 17/01 (REV 6/18) Building and Facility Security The purpose of this General Order i s to establish security proc edures and regulations for all Sheriff’s Department Facilities. I. Responsibility A. The Commander of each Division is responsible for enforcemen t of building security in their res pective Department Facilities. B. The Commander of the Field Sup port Division will be responsi ble for enforcement of building security regulations withi n the Sheriff ’s Headquarters Building. II. Employee Responsibility A. Department personnel in civili an attire shall display their issued Identification Card or C-Cure Car d clearly visible while inside of any Department Facility. B. It shall be the responsibilit y of all sworn officers to iden tify/challenge anyone not displaying the Departm ent issued Identification Card or C- Cure Card while in the secured workspace of a Department Facili ty. 1. Non-sworn, unarmed employees should not challenge any person s they do not recognize who are not displaying some form of identification which authorizes t hem to be within the secured p ortion of a Department Facility. If a non-sworn employee believes someone has breached security, t hey should immediately notify a Sheriff’s Security Officer or another sworn employee. C. Personnel entering Department Facilities shall not allow oth er persons in civilian attire to enter Departm ent Facilities through secure d oors if these persons do not have their Depar tment Identification properly di splayed. III. Visitor Access A. For purposes of this section, the term “visitor” shall mean a person who does not qualify to be issued a C- Cure Card, Identification Car d and is not an employee, affiliate, or vendor of the Sheriff’s Department. For purposes of this section and Section II-B of this Order, “secured workspace” shall mean a controll ed area of any Facility where p hysical security barriers are in place that are intended to prevent any one other than authorized employees from entering. C. Within Department Facilities secured with access control, wh ere counter or reception staff is present, v isitors shall be required to pr esent a government issued identification ca rd and complete a sign-in pr ocess prior to entry into the secured workspace. D. Visitors will be issued self-e xpiring stickers , TEMP badge b rand or similar. These stickers will be collected by Sheriff’s Department staff after the visitor has concluded their busin ess in the secured workspace. E. Non-sworn visitors shall be e scorted by a Sheriff’s Departme nt employee at all times while in the secured workspace. F. Sworn peace officers from allied agencies having business wi thin any secured Facility shall be cons idered visitors, but will not req uire a Department escort. IV. Vendor Access A. For purposes of this section, the term “vendor” shall be def ined as an employee of a private busine ss or public agency that: 1. Has previously established a business relationship with the County of Sacramento. 2. Provides a recurring service or product to the Sheriff’s Dep artment. B. Vendors that have a regularly recurring business need to ent er Department Facilities may be iss ued a C-Cure Card in order to c onduct that business. C. Vendor C-Cure Cards will be issued to individual employees o f the vendor. Under no circumstances will a generic card be issued for the pu rposes of multiple employees within the same company or agency to share. Employees of vendors will only use the card issued to them to e nter any secured Facility. Any vendor that violates this section shall be required to surrender all C-Cure Cards i ssued to their employees. D. Vendors who apply for C-Cure Cards on behalf of their employ ees will be charged a non-refundable applicati on fee to be established by t he Commander of the Field Support Division. E. A criminal background check shall be conducted on vendor emp loyees applying for a C-Cure Card. Page 3 of 3 17/01 (REV 6/18) F. Any vendor employee who fails the background check shall not be issued a C-Cure Card and will not be allo wed access into the secured w orkspace areas of Department Facilities. G. All requests for vendor access and background checks shall b e received and conducted by the C-Cure System Coordinator. H. It will be the responsibility of each Division Commander or manager requesting vendor access to contac t and provide all information on the vendor to the C-Cure System Coor dinator. Once the vendor has p assed the background, the Division Co mmander will be notified and the vendor may be granted Facility access by the Division Commander or his or her designee.
