Page 1 of 5 13/ 06 (New 01/16) Selection, Appointment and Separa tion of Retired Annuitant Empl oyees The purpose of this General Order i s to identify the process fo r the selection, appointment and separation of r etired annuitant employees. The order will establish practices consistent with the enactment of AB 340, also known a s the Public Employee’s Pension Reform Act of 2013 (PEPRA). This order is re troactive and will pertain to all Sheriff’s Departmen t employees retiring on or af ter January 1, 2014. I. Policy Statement It is the policy of this departmen t to employ and release retir ed annuitants in compliance with existing State and Federal laws. II. Definitions A. Volunteer Reserve Deputy Sheriff (VRDS) – A voluntary, unpaid, limited use peace officer used to augment e xisting Sheriff’s Department forces. B. Deputy Sheriff On-Call (DSOC) – A temporary, inte rmittent peace officer hired as a temporary employee capable of perfo rming the full ra nge of duties, but generally limited in maximum annual hours and avail able assignment. Per General Order 3/08 , employees meeting this def inition are considered “At Will” employees. 1. Deputy Sheriff On-Call (DSO C 960) – Generally a returning temporary, intermittent peace o fficer retired from the Sacramen to County Sheriff’s Department and/ or receiving retirement benefit s from the Sacramento County Employee’s R etirement System (SCERS). DSOC’s in this status may not work in excess of 960 hours per year. C. Retired Annuitant – A retired employee (sworn or non-sworn) rehired without the loss of their retirem ent benefits with a maximum al lowable annual work hours of 960. III. Deputy Sheriff On-Call (960) and/or Retired Annuitant Sel ection and Appointment A. The use of retired annuitant e mployees provides commanders w ith flexibility in meeting strategi c goals and completing essential functions critical to the mission of the S heriff’s Department. Use of an nuitants Page 2 of 5 13/ 06 (New 01/16) should be considered for those as signments where the retired pe rson has skills needed to perform work o f a limited duration, as additio nal staffing during emergencies or to prev ent the stoppage of public busines s. B. Who is Eligible – Retired annuitants from t he Sacramento Sheriff’s Department (sworn or non-sworn) , volunteers who want to augment existing Sheriff’s Department fo rces, individuals who meet the definition of a DSOC 960. C. Retired Annuitant Responsibilities to be considered for employm ent as a DSOC 960. 1. DSOC 1560’s and Vol unteer Reserves shall refer to General Or der 13/02 for employment/appointment . Stage Description 1 For SSD sworn personnel, 30 days prior to retirement complete the resignation form and request to be a Volunteer Reserve Deputy Sheriff (VRDS) ( this form must be turned in to the Human Resources Bureau ). 2a Upon your retirement, schedule an appointment with Reserve Forces to change your status and update any contact information. Failure to meet with Reserve Forces may be considered as a “break in service”. Any person receiving a “break in service” will be released from County service. 2b After Human Resources staff receives your application to become a Volunteer Reserve Deputy Sheriff an application package will be created and submitted to Executive Staff for review. Status as a VRDS will ultimately be approved/denied by Executive Staff (refer to GO 13/02). 3 Complete an application to be a Deputy Sheriff On-Call at www.saccounty.net (be sure to follow all steps including those indicated in follow up emails from Sacramento County ). 4 Upon receiving your confirmation of application and approval from Executive Staff, Pre-Employment will arrange your medical appointment and draft a conditional offer of employment/appointment contingent upon obtaining a medical clearance. 5 Attend your medical appointment as soon as possible as it can take several months to finish a medical evaluation . If, after or during the medical process, you are considered medically unfit, your status as a VRDS will be terminated. If you are placed into a deferred status (additional medical testing needed) you will be given 90 days to complete the additional testing and become medically clear. If, at the end of 90 days you are still not medically clear your status as a VRDS may be terminated. 6 Upon medical clearance, Volunteer Services Staff will arrange an appointment with you to complete VRDS paperwork, orientation, and obtain equipment. Page 3 of 5 13/ 06 (New 01/16) 7 You will be required to contribute at least 16 hours per month as a VRDS until you are released from volunteer status. After 180 days of retirement, you will be e ligible for employment as a DSOC 960. 8 Upon meeting the following conditions, you will be considered for employment as a DSOC:  Request to be a DSOC 960 approved by Executive Staff  Medically Clear  Minimum VRDS hours completed  Application with Sacramento County is current and you are on the eligible list.  Range Qualification requirement met �
