13/04 (Revised 2/05) 1 PERFORMANCE EVALUATIONS OF RESERVE DEPUTY SHERIFFS The purpose of this General Order i s to outline the policy and processes associated with evaluating Reserve Deputy Sheri ffs. All Reserve Deputy Sheriff s assigned to divisions, whether as an On-Call or in a volunteer capacity, shall be eval uated on their work performance I. Reasons for Evaluations A . They will assist the Reserve De puty Sheriff in identifying area s in which to improve B. They will make the unit superviso r and Reserve Coordinator awar e of the progress of the Reserve Deput y Sheriff and his/her contributi on to the Department. II. Frequency of Evaluations A . A performance evaluation shall be completed on every Reserve De puty Sheriff at least once each year , or within one (1) month of t he Reserve Deputy Sheriff reaching the ma ximum number of hours worked in a calendar year. III. Who is Responsible A . Each Division Commander will delegate responsibility for comple ting Reserve Deputy Sheriff evaluat ions to the regular officer for whom the Reserve Deputy Sheriff is work ing or to the immediate supervi sor of the unit to which the Reserve Deputy Sheriff is assigned. IV. Evaluating On-Calls A . Supervisors of On Call Deputy S heriffs shall evaluate them usin g the Sheriff’s Employee Evaluation and Development System (SEEDS). 1. A copy of the SEEDS evaluation s hall be retained at the divisio n l e v e l i n a n e m p l o y e e w o r k f i l e and a copy shall be sent to the T r a i n i n g D i v i s i o n a n d one copy to Reserve Forces. 13/04 (Revised 2/05) 2 V. Who Evaluates Volunteers A . Volunteer Reserve Deputy Sher iffs may be evaluated by: 1. A regular Deputy Sheriff of any rank (host officer) or 2. A supervisor within the rank str ucture of the Reserve Forces VI. Volunteer Evaluating Requirement A . Volunteer Reserve Deputy Sheri ffs must be evaluated each shift they work. (See Exhibit “A”) VII. Volunteer Evaluation Process A . Stage Description 1 Volunteer Reserve Deputy Sheriff provides an appraisal form to the host officer for each shift worked 2 The host officer or supervisor completes the appraisal making the necessary comments in order to document that the Reserve Deputy Sheriff i s performing at an appropriate level. 3 The host officer forwards the appraisal to the Reserve Office at the Special Operations Division/Volunteer Service Bureau. 4 The Reserve Office at the Special Operations Division/Volunteer Services Bu reau shall maintain files of the appraisals for each Re serve Deputy Sheriff. 5 Once a year, the responsible Reserve Supervisor, within the rank structure of the Reserve Forces, compiles the information from the accu mulated appraisals and generates an annual Reserve Performance Summary (Exhibit B) for each Re serve Deputy Sheriff. Note: The Reserve Supervisor may contact the host officers in order to confirm the yearly summary is an accurate reflection of the Rese rve Deputy Sheriff’s yearly performance. 6 The Reserve Office of the Special Operations Division/Volunteer Services Bureau shall maintain the volunteer Reserve Deput y Sheriff’s files. 13/04 (Revised 2/05) 3 SACRAMENTO COUNT Y SHERIFF’S DEPARTMENT Special Operations Divisi on/Volunteer Service Bureau Reserve Performance Appraisal RESERVE NAME (Last, First) Badge No. Res. Cert Level Duty Assignment Date Evaluating Officer Badge No. Instructions: Based upon the Evaluating Offi cer’s best judgment, supported by both personal observations and supporting documentation, rate the reserve deputy in each of the categorie s. The rating is N/A for not applicable or not observed, IMP for Needs Improvement/Does NOT Meet Standards, SAT for Satisfactory/Meets Standards and EXC for Exceeds Standards.
