APPOINTMENT AND PROM OTIONAL CEREMONIES
This Order specifies procedure fo r swearing in peace officers, recognizing employees
upon promotion, and acknowledgi ng employees appointed to unifor med positions.
I. Policy Statement
The recognition and ce lebration of significant milestones in th e career of Sheriff’s
Department employees is consist ent with our vision, mission and values.
II. Promotional Ceremonies
A. It is the intent of the Sher iff to recognize in a formal pro gram each
employee promoted to a classifica tion vested with supervisory,
managerial, or executive aut hority and responsibility.
1. A listing of employee classifications considered superviso rs,
m anagers or executives appears in Appendix “A” attached.
B. The Sheriff’s Media and Info rmation Bureau shall have primar y
responsibility for coordinati on of promotional ceremonies.
C. The schedule, venue, and format of the promotional ceremony may vary
depending on the number of employees to be recognized, availabi lity of
personnel, and other factors. In general, the ceremony will co nsist of:
1. Attendance of the Sher iff or his/her designee
2. Attendance of the Sher iff’s Executive Staff
3. Attendance of friends and fam ily of the promoted employee
4. Reading of a brief citati on or biography on the promoted e mployee
5. Presentation of a certificate 6. Pinning of the new badge, if applicable 7. A department photograph of the employee, presenter, family and/or
f r i ends
III. Promotiona l Recognition
A. Employees promoted to classifi cations which are not consider ed
supervisory, management, or executiv e shall be recognized in a
memorandum from the Sheriff or designee.
2 12/04 (New 12/07) B. The division or bureau commander of the promoted employee ma y (and
are encouraged to) recognize the promoted employee in an approp riate
manner in the work unit.
IV. Appointment to Uniformed Position
A. It is the intent of the Sher iff to recognize employees and v olunteers upon
initial appointment to a position for which an official departm ent uniform
and badge are worn.
1. A listing of uniformed/badged employee classifications and
v o l u n t e e r p o s i t i o n s a p pears in appendix “B” attached.
B. The schedule, venue, and format of the ceremony may vary dep ending on
the number of employees to be recognized, position type, availa bility of
personnel, and other factors. In general, the ceremony will co nsist of:
1. Attendance of the Sher iff or his/her designee
2. Attendance of the Sher iff’s Executive Staff
3. Attendance of friends and fam ily of the promoted employee
4. Pinning of the new badge 5. Administration of the oath (peace officer appointments onl y)
6. A department photograph of the employee, presenter, family and/or
f r i ends
V. Oath of Office
A. All employees and pe rsons appointed to a position of public trust by the
Sheriff shall sign a written oat h of office as prescribed by th e California
Government Code.
B. Persons appointed as peace o fficers shall additionally swear or affirm
orally an abbreviated version of the oath, as administered by t he Sheriff or
authorized designee.
1. A person is not authorized as an agent of the Sheriff’s De partment
o r C ounty of Sacramento nor vested with peace officer authority
p r i o r t o t h e effective date of employment or appointment,
r egardless of the date of signatur e on a written oath, or the da te of
administration o f an oral oath.
